Eugene Ordinance Exhibit B <br />[Lane County Ordinance Exhibit B] <br />Because the Ordinance does not propose to establish or change the UGB, the following findings are <br />provided solely as background, and are not requirements that pertain to the actions taken by this <br />ordinance. <br />(1) Demonstrated need to accommodate long range urban population, consistent with a 20 -year <br />population forecast coordinated with affected local governments; and <br />To determine the residential land needs of its long range urban population, Eugene is required to base <br />its land studies on a 20 -year population forecast. Consistent with Oregon Laws 2013 c.574 §3, Eugene <br />relies on the coordinated population forecast for Eugene prepared by PSU and adopted by Lane County <br />in June 2009. That forecast is located in the Eugene -Springfield Metropolitan Area Plan. Eugene's <br />forecast covers the 2012 to 2032 period. <br />(2) Demonstrated need for housing, employment opportunities, livability or uses such as public <br />facilities, streets and roads, schools, parks or open space, or any combination of the need <br />categories in this subsection (2). In determining need, local government may specify <br />characteristics, such as parcel size, topography or proximity, necessary for land to be suitable for <br />an identified need. <br />The established Eugene UGB is not expanded by this ordinance. Rather, the ordinance is based on a <br />demonstration that, with the actions taken, the current UGB includes sufficient land to meet the <br />demonstrated need for housing. <br />Prior to expanding an urban growth boundary, local governments shall demonstrate that needs <br />cannot reasonably be accommodated on land already inside the urban growth boundary. <br />The supply and demand studies prepared in accordance with State law show that the City's unmet need <br />for residential land was modest enough to reasonably be accommodated on land already inside the <br />UGB. Part IV of the Residential Land Supply Study ("Measures to Increase Residential Development") <br />documents the measures the City has already taken to increase the capacity of the land inside its UGB to <br />increase the development of new homes in the UGB, and Section 3 of the Ordinance includes the last <br />action needed to accommodate residential land needs for the 2012-2032 planning period, without <br />expanding the UGB. <br />Urbanizable Land <br />Land within urban growth boundaries shall be considered available for urban development consistent <br />with plans for the provision of urban facilities and services. <br />The Residential Buildable Land Inventory for the 2012-2032 Planning Period is located at Part V of the <br />Residential Land Supply Study. The BLI is based on an analysis of all land within the Eugene UGB, <br />including land currently located outside the city limits. <br />Comprehensive plans and implementing measures shall manage the use and division of urbanizable <br />land to maintain its potential for planned urban development until appropriate public facilities and <br />services are available or planned. <br />The City's /UL Urbanizable Land Overlay Zone applies to all unincorporated areas between the Eugene <br />city limits and the Metropolitan Area General Plan urban growth boundary.
