The Decennial Census, which is completed every ten years and is a <br />survey of all households in the U.S. The Decennial Census is <br />considered the best available data for information such as <br />demographics (e.g., number of people, age distribution, or ethnic or <br />racial composition), household characteristics (e.g., household size <br />and composition), and housing occupancy characteristics. As of the <br />2010 Decennial Census, it does not collect more detailed household <br />information, such as income, housing costs, housing characteristics, <br />and other important household information. Decennial Census data <br />is available for 1990, 2000, and 2010. <br />The American Community Survey (ACS), which is completed <br />every year and is a sample of households in the U.S. The 2011 ACS <br />sampled about 3.3 million households in 2011 or about 2.5% of the <br />households in the nation. The ACS collects detailed information <br />about households, such as: demographics (e.g., number of people, <br />age distribution, ethnic or racial composition, country of origin, <br />language spoken at home, and educational attainment), household <br />characteristics (e.g., household size and composition), housing <br />characteristics (e.g., type of housing unit, year unit built, or number <br />of bedrooms), housing costs (e.g., rent, mortgage, utility, and <br />insurance), housing value, income, and other characteristics. <br />In general, this report uses data from the 2011 ACS for Eugene. Where <br />information is available and relevant, we report information from the 2010 <br />Decennial Census. <br />2.1 Residential development trends <br />Figure 2 shows residential building permits issued in Eugene between <br />January 1, 2001 and December 31, 2012. During this period, Eugene issued <br />building permits that allowed for construction of 8,997 new dwelling <br />units. Figure 2 shows that the number of dwelling units approved varies <br />from year to year and peaked at about 1,420 in 2005 and decreased to <br />fewer than 370 units permitted in 2008 and 2009. <br />Page 20 ECONorthwest Part 11 — Eugene Housing Needs Analysis <br />
