3 HOUSING DEMAND AND NEED <br />A previous section described the framework for conducting a housing <br />"needs" analysis. ORS 197.296 (HB 2709) requires cities with a population <br />over 25,000 or fast growing cities to conduct a housing needs analysis. A <br />recommended approach is described in Task 3 of the HB 2709 Workbook. <br />The specific steps in the housing needs analysis are: <br />1. Project number of new housing units needed in the next 20 years. <br />2. Identify relevant national, state, and local demographic and <br />economic trends or factors that may affect the 20 -year projection of <br />structure type mix. <br />3. Describe the demographic characteristics of the population and, if <br />possible, housing trends that relate to demand for different types <br />of housing. <br />4. Determine the types of housing that are likely to be affordable to <br />the projected households based on household income. <br />5. Estimate the number of additional needed units by structure type. <br />6.
