<br /> M I NUT E S <br />- Eugene City Council <br /> City Council Chamber <br /> November 13, 1985 <br /> Noon <br /> COUNCILORS PRESENT: Cynthia Wooten, Richard Hansen, Emily Schue, Freeman <br /> Holmer, Ruth Bascom, Debra Ehrman, Roger Rutan, Jeff <br /> Mill era <br /> Council President Cynthia Wooten called the adjourned meeting from October 28, <br /> 1985, of the City Council of the City of Eugene, Oregon, to order in the <br /> absence of Mayor Brian B. Obie. <br /> r. ITEMS FROM MAYOR AND COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA <br /> ADJ USTMENTS <br /> A. Harassment in the University Area <br /> Councilor Holmer said the councilors had received a letter from David Gibson <br /> of the University West Small Business Association (USBA) concerning harassment <br /> in the University area. He suggested the staff respond to the letter at <br />e another council meeting. <br /> Councilor Bascom suggested several councilors and area residents meet to <br /> discuss the harassment. <br /> Councilor Ehrman said some beggars have moved from the downtown mall to the <br /> University neighborhood. Consequently, she had asked Assistant City Manager <br /> Dave Whitlow for a report about the expansion of the downtown mall regulations <br /> to other areas of the city. The City Attorney is working on an ordinance and <br /> it will be scheduled for council consideration. <br /> Councilor Hansen said vagrancy problems have increased in the community. He <br /> wondered if the increase is caused by the regulations or by the economic <br /> situation. <br /> Councilor Wooten asked the City Attorney to discuss the constitutionality of <br /> expanding the geographic area for the mall regulations at the council's <br /> goal-setting session. <br /> B. Meeting Needs of Disabled People in the Building Permit Process <br /> Mr. Holmer said the councilors had also received a letter from H. Marshall <br /> Peter about including facilities for disabled people in building plans. <br /> Mr. Holmer wants to be sure the "fast track" approval system for building <br /> permits does not neglect the needs of disabled people.
