<br /> ":- <br /> ! <br /> M E M 0 RAN DUM <br /> November 20, 1985 -- <br /> To: Mayor and City Council <br /> From: Planning Department <br /> Subj: STATUS REPORT ON SIGN CODE UPDATE <br /> Earlier this year, the Planning Department began work on a comprehensive <br /> update of the Eugene Sign Code. The Planning Commission held a public hearing <br /> on proposed changes to the sign code on October 15, 1985 and is continuing <br /> discussion of the issues and testimony submitted. The following is a outline <br /> of the issues being considered by the Planning Commission: <br /> 1. General update of the language in the purpose and description sections of <br /> the various sign districts. <br /> 2. Streamlining of the sign code variance process. <br /> 3. Greater allowance of identity signs in Integrated Shopping Sign <br /> District. <br /> 4. Amendments to the Pedestrian Oriented District which generally covers <br /> the downtown area. These changes would allow greater use of banners, <br /> flags and other portable signs. e <br /> 5. Provision of sandwich boaras and reader signs in other sign districts. <br /> 6. Allowance of outdoor merchandising. <br /> 7. Streamlining of Sign Code Enforcement Process. <br /> 8. Greater a 11 owance for identity signing for businesses adjacent to <br /> freeways and limited access highways. <br /> 9. Allowance of advertis~ment in bus stop waiting areas. <br /> 10. Sign issues raised by the Goodpasture Island automobile dealerships. <br /> The staff will be available at the council meeting to answer questions about <br /> the issues being studied in the sign code update. <br /> On November 25, 1984, the City Council considered a sign variance appeal from <br /> three automobile dealerships located along Goodpasture Island Road. The City <br /> Council postponed a decision on the request for a period of one year to allow <br /> the concerns raised in the appeals to be considered during the update of the <br /> sign code. The Planning Commission is scheduled to finalize their <br /> recommendation on sign code changes in early December with City Council <br /> consideration in January. Due to this schedule, the staff recommends that the <br /> Ci ty Council further postpone consideration of the sign appeals to a later <br /> date. This will allow the sign code update to be finalized before making a e <br /> decision on the appeal requests. <br /> Action Requested: Postpone decision on automobile dealerships sign variance <br /> appeal to March 10, 1986. <br />
