Gleason, City Manager <br /> SUBJECT: PUBLIC HEARING--STATE FUNDING APPLICATION FOR AIRPORT IMPROVEMENTS <br /> BACKGROUND: <br /> Earlier this year, the Oregon Legislature passed House Bill 2938, creating <br /> the Oregon Public Works Infrastructure Fund from statewide lottery revenue. <br /> The purpose of the fund is for loans and grants to local jurisdictions to <br /> help fund infrastructure projects with economic development potential. <br /> Staff has prepared an application to the administering agency, the State <br /> Intergovernmental Relations Division, for $990,000 in funding under this <br /> new program. This request would be for $585,000 in loans (20-year term at <br />- 5 percent interest) and $405,000 in grants, and the funding would be used <br /> to pay for two elements of the Mahlon Sweet Airport expansion project: <br /> construction of expanded parking facilities and installation of a new <br /> sanitary sewer line to serve the airport site. <br /> A draft of the City.s proposed application has been forwarded to you ~nder <br /> separate cover. One of the requirements in the application process is that <br /> the applying jurisdiction hold a public hearing on the proposed application, <br /> attaching the minutes of that hearing, along with any written testimony <br /> presented, to the application materials. <br /> ACTION: <br /> Pursuant to the regulations, staff has scheduled a public hearing during <br /> your December 4 meeting. Following the hearing, Council action is requested <br /> authorizing the Mayor to execute the application. <br /> Applications for funding in the first round are due on December 13, and <br /> the State expects to make funding awards by February 14.
