Develop park and ride facilities within the metropolitan area and <br /> nearby communities with emphasis on using existing public parking <br /> lots and negotiating for the use of private parking lots. <br /> 16. The Eugene Planning Commission recommends adding a new policy to the <br /> Alternative Modes section (page 6) as suggested by Lane Transit District: <br /> AM8. Establish a permanent, central transit station in downtown Eugene <br /> that is located and designed to meet the needs of bus riders and to <br /> operate safely and efficiently. <br /> TRANSIT ELEMENT <br /> , . The Eugene Planning Commission recommends that staff develop additional <br /> wording to add to the introductory section of the Transit Element (page 19) to <br /> the effect that the transit goal will likely not be attained, that it is necessary <br /> to continually monitor ridership, and that a reevaluation of the goal in the <br /> next major update of the plan is appropriate. Staff will present draft language <br /> to that effect for the Planning Commission to review at its December 16 <br /> meeting, and it will be distributed to the Council on December 18. <br /> PARKING ELEMENT <br /> 1. The Eugene Planning Commission recommends the text of the fourth . <br /> paragraph of the Parki ng Element (page 24) have the following wording <br /> inserted to replace some of the existing wording: <br /> :1 ' <br /> II because of the di versi on of tri ps to other modes. However, as <br /> .. . <br /> delivery of servi ces changes in some businesses and as redevelopment <br /> occurs, the number of trips by auto could increase. Even if the <br /> community succeeds in attaining TransPlan's alternative mode goals, <br /> there is likely to be a need for new parking facilities in these areas. <br /> Refinement studies are appropriate to further define parking needs in <br /> areas such as these three. . <br /> APPENDIX B: SUGGESTIONS FOR ADDITIONAL STUDIES <br /> 1. The Eugene Planning Commission agreed with Springfield and Lane County <br /> Planning Commissions that the explanation of the Transit and Alternative <br /> Modes Study (page 31) be amp I ified to indicate it may lead to a <br /> recommendation to reconsider the transit and alternative mode assumptions <br /> used in TransPlan. <br /> plkmtp33 <br /> .: <br /> . 4 <br />
