<br />~ <br /> <br />The council's work session on the topic is scheduled for May 9, with a public <br />hearing scheduled on May 14. <br /> <br />Mr. Holmer.commented that he voted against Ordinance 19654 which imposed the <br />moratorium~and would vote against its extension as well. Mr. Holmer <br />requested~egal advice regarding the City's policy for including approved <br />ordinances in the code. Bill Gary, City Attorney.s Office, agreed to provide <br />information on that subject at the council.s Wednesday meeting. <br /> <br />e <br /> <br />Referring to high public interest in the Sign Code revision, Mr. Rutan <br />considered it unlikely that the council would adopt a revised ordinance by <br />May 30. He suggested that July 31 would be a more realistic date and <br />recommended amending the proposed ordinance extending the moratorium on the <br />issuance of certain sign permits to July 31, 1990. <br /> <br />Ms. Miller concurred with Mr. Rutan's assessment of a more realistic time <br />line. <br /> <br />e <br /> <br />CB 4201--An ordinance that extends the moratorium on <br />billboards, electronic message centers, and flashing <br />signs within the City of Eugene's jurisdiction until <br />May 30, 1990, and declaring an emergency. <br /> <br />Ms. Schue moved, seconded by Mr. Holmer, that the bill, as <br />amended by Mr. Rutan to extend the moratorium to July 31, <br />1990, with unanimous consent of the council, be read the <br />second time by council bill number only, and that enactment <br />be considered at this time. Roll call vote; the motion <br />carried unanimously, 6:0. <br /> <br />Council Bill 4201, as amended, was read the second time by number only. <br /> <br />Ms. Schue moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; the motion <br />carrying, 5:1, with Mr. Holmer voting against, the bill was <br />declared passed (and became Ordinance No. 19672). <br /> <br />V. PUBLIC HEARING: CITY OF EUGENE SUPPLEMENTAL BUDGET NUMBER 2 <br /> <br />City Manager Mike Gleason introduced the topic. <br /> <br />Mayor Miller opened the public hearing.
