<br /> e CB 4246--An ordinance concerning solar access; amending <br /> Sections 9.015, 9.066, 9.150, 9.935, 9.576, and 9.810 <br /> of the Eugene Code, 1971; and declaring an emergency. <br /> Ms. Schue moved, seconded by Mr. Bennett, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at <br /> this time. Roll call vote; the motion carried unanimously, <br /> 8:0. <br /> Ms. Bascom and Ms. Schue commented on the cooperation that had resulted in <br /> the proposed ordinance. Mr. Bennett observed that the original ordinance may <br /> have been passed too quickly in light of its complex technical content. Mr. <br /> Boles was encouraged by the compromise that was reached by the different <br /> parties and he spoke favorably of developers who take advantage of the <br /> ordinance. Mayor Miller also commended those involved for working toward a <br /> compromise. <br /> Council Bill 4246 was read the second time by number only. <br /> Ms. Schue moved, seconded by Mr. Bennett, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed <br /> (and became Ordinance 19716). <br /> e IV. CITIZEN INVOLVEMENT COMMITTEE ANNUAL REPORT <br /> Assistant City Manager Dave Whitlow introduced Citizen Involvement Committee <br /> Chair Karen Darling who reviewed the committee's activities over the past <br /> year. <br /> V. PUBLIC HEARING: EUGENE'S CITIZEN INVOLVEMENT PROGRAM FOR 1990/1991 <br /> Assistant City Manager Dave Whitlow introduced the item and noted that this <br /> is a process undertaken in alternating years as mandated by Statewide <br /> Planning Goal One. <br /> Mayor Miller opened the public hearing. <br /> There being no requests to speak, the public hearing was closed. <br /> Ms. Schue moved, seconded by Mr. Bennett, to adopt Eugene's <br /> Citizen Involvement Program for 1990/1991. <br /> Responding to a question from Ms. Bascom about funding for neighborhood <br /> newsletters, Hillary Kittleson, Planning and Development Department, <br /> clarified that the current program notes the funding allotment for <br /> e <br /> MINUTES--Eugene City Council September 24, 1990 Page 5 <br />
