ORDINANCE CONCERNING JURISDICTIONAL TRANSFER OF COUNTY ROADS Assistant City Manager Dave Whitlow introduced the item. Les Lyle, Public Works Department, was available to answer questions. CB 4247--An ordinance requesting that jurisdiction over portions of Lane County roads be transferred to the City of Eugene; and declaring an emergency. Answering questions, Mr. Lyle explained that the transfer is a condition of the Urban Transition Agreement, and a recent renegotiation of that agreement provides additional funds for this type of situation. e Ms. Schue moved, seconded by Mr. Bennett, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 8:0. Council Bill 4247 was read the second time by number only. Ms. Schue moved, seconded by Mr. Bennett, that the bill be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed (and became Ordinance 19717). VIII. ORDINANCE AMENDING THE ASSESSMENT ROLL ATTACHED TO ORDINANCE NO. 19683 Assistant City Manager Dave Whitlow explained that this item was another routine matter.
