APPROVAL OF INTERGOVERNMENTAL RELATIONS COMMITTEE MINUTES <br /> Ms. Schue moved, seconded by Mr. Bennett, to approve the <br /> Intergovernmental Relations Committee minutes of September 11, <br /> 1990. Roll call vote; the motion carried, 7:0:1, with Mr. <br /> Boles abstaining because he had not read the minutes. <br /> VII. ORDINANCE CONCERNING JURISDICTIONAL TRANSFER OF COUNTY ROADS <br /> Assistant City Manager Dave Whitlow introduced the item. Les Lyle, Public <br /> Works Department, was available to answer questions. <br /> CB 4247--An ordinance requesting that jurisdiction over <br /> portions of Lane County roads be transferred to the <br /> City of Eugene; and declaring an emergency. <br /> Answering questions, Mr. Lyle explained that the transfer is a condition of <br /> the Urban Transition Agreement, and a recent renegotiation of that agreement <br /> provides additional funds for this type of situation. <br /> e Ms. Schue moved, seconded by Mr. Bennett, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at <br /> this time. Roll call vote; the motion carried unanimously, <br /> 8:0. <br /> Council Bill 4247 was read the second time by number only. <br /> Ms. Schue moved, seconded by Mr. Bennett, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed <br /> (and became Ordinance 19717). <br /> VIII. ORDINANCE AMENDING THE ASSESSMENT ROLL ATTACHED TO <br /> ORDINANCE NO. 19683 <br /> Assistant City Manager Dave Whitlow explained that this item was another <br /> routine matter.
