INTERGOVERNMENTAL AGREEMENT--HOUSING POLICY BOARD <br /> Richie Weinman, Planning and Development Department, reported that the <br /> agreement establishes a board to advocate for and to advise the three <br /> jurisdictions (Eugene, Springfield, and Lane County) on the housing needs of <br /> low-income residents. Ms. Bascom has been appointed to the board. <br /> Ms. Ehrman commented that several different governmental bodies are <br /> addressing issues related to housing, and information needs to be better <br /> coordinated. She suggested that a more unified approach could be developed <br /> by appointing one representative to serve on all committees and groups <br /> related to this single issue. <br /> Ms. Schue moved, seconded by Mr. Bennett, to authorize the <br /> City Manager to execute the intergovernmental agreement <br /> forming the Housing Policy Board. Roll call vote; the motion <br /> carried unanimously, 8:0. <br /> XII. RESOLUTIONS: RESERVE FOR ENCUMBRANCES <br /> Assistant City Manager Dave Whitlow introduced the next four items. <br /> Administrative Services Director Warren Wong reported that the resolutions <br /> under consideration carry forward items for purchase orders and capital <br /> projects approved in the FY90 Budget and not received by June 30. <br /> e Res. No. 4205--A resolution authorizing the transfer of funds <br /> from the Reserve for Encumbrances accounts to <br /> departments' operating accounts. <br /> Res. No. 4206--A resolution authorizing the transfer of the <br /> unused portions of the Reserves for <br /> Encumbrances accounts to Contingency or Balance <br /> Available accounts. <br /> Ms. Schue moved, seconded by Mr. Bennett, to adopt the <br /> resolutions. Roll call vote; the motion carried unanimously, <br /> 8:0. <br /> XIII. RESOLUTIONS: RESERVE FOR CAPITAL PROJECTS <br /> Res. No. 4207--A resolution authorizing the transfer of funds <br /> from the Reserve for Capital Projects accounts <br /> to departments' capital project accounts. <br /> Res.
