<br /> e Butte; amending the assessment roll attached to <br /> Ordinance No. 19683; and declaring an emergency. <br /> Ms. Schue moved, seconded by Mr. Bennett, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at <br /> this time. Roll call vote; the motion carried unanimously, <br /> 8:0. <br /> Council Bill 4248 was read the second time by number only. <br /> Ms. Schue moved, seconded by Mr. Bennett, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed <br /> (and became Ordinance 19718). <br /> IX. PUBLIC HEARING: ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK <br /> GRANT FUNDS FOR FAMILY SHELTER HOUSE IMPROVEMENTS <br /> Assistant City Manager Dave Whitlow introduced the topic. Richie Weinman, <br /> Planning and Development Department, reported that the Family Shelter House <br /> is the primary facility which provides emergency shelter for homeless <br /> families with children. Its rehabilitation and expansion has received a <br /> thorough environmental review, and the project is cleared for Community <br /> Development Block Grant (CDBG) eligibility. <br /> e Responding to a question from Ms. Bascom, Mr. Weinman explained that the CDBG <br /> funds to be used are intended for capital projects and cannot be used for <br /> service provision. <br /> Mr. Weinman announced that there would be tour of the facility September 25 <br /> at 3 p.m. for interested councilors. <br /> Mayor Miller opened the public hearing. <br /> There being no requests to speak, the public hearing was closed. <br /> Ms. Schue moved, seconded by Mr. Bennett, to approve $340,000 <br /> in Community Development Block Grant funds to expand and <br /> rehabilitate the family Shelter House, located at 969 Highway <br /> 99 North. Roll call vote; the motion carried unanimously, <br /> 8:0. <br /> X. APPROVAL OF A REVISED POLICY FOR THE LAND BANK PROGRAM <br /> Mr. Whitlow requested postponement of this item until the necessary <br /> documentation can be prepared. <br /> e <br /> MINUTES--Eugene City Council September 24, 1990 Page 7 <br />
