Cathy Czerniak, Planning and <br /> Development Department, gave the staff report. Annexation criteria, found in <br /> Section 9.158 of the Eugene Code, require that the property to be annexed be <br /> inside the urban growth boundary, that the annexation is consistent with <br /> adopted plans and policies, and that public services and facilities can be <br /> provided. Zone change criteria, found in Section 9.678 (2) of the Eugene <br /> Code, require that the uses and densities that will be allowed can be provid- <br /> ed with services, that the uses are consistent with the principles of compact <br /> and sequential growth, and that the change is consistent with the Metro Plan <br /> and with the adopted neighborhood refinement plan.
