As a result of the Metro Plan amendments <br /> passed earlier this year by Eugene, Springfield, and lane County, developed <br /> properties with existing septic systems in the River Road/Santa Clara area <br /> may be connected to the sewer without annexation. Council review of the <br /> overall annexation program is scheduled for next year. <br /> Answering a question from Ms. Bascom, Ms. Czerniak explained that the request <br /> before the council will allow the property owners to convert a garage/shop <br /> building on one portion of the property into a single-family house. Current- <br /> ly, that building does not have plumbing facilities, so there is no septic <br /> system on site. The proposed development would represent a new service con- <br /> nection. <br /> Mayor Miller opened the public hearing. <br /> There being no requests to speak, the public hearing was closed. <br /> Res.
