Roll call vote; the motion carried, 5:3; with <br />councilors Rutan, Green, Bascom, Ehrman, and Robinette voting <br />in favor; and councilors Boles, MacDonald, and Nicholson vot- <br />ing opposed. <br /> <br />Responding to a question from Mr. Boles, Mr. Gleason clarified that the type <br />of study contemplated within the amendment would be broader than previously <br />anticipated. It would not result in an EIS but would include some assessment <br />of environmental impacts. <br /> <br />The amendment carried, 5:4; with councilors Bascom, Green, <br />Ehrman, and Robinette, and Mayor Miller voting in favor; and <br />councilors Boles, Nicholson, Rutan, and MacDonald voting op- <br />posed. <br /> <br />e <br /> <br />Mr. Boles moved, seconded by Ms. Bascom, to include a listing <br />of the Maurie Jacobs Memorial Park improvements within the <br />CIP. Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Mr. MacDonald provided the council and the City Manager with a list of com- <br />ments on the Valley River Bridge study. He stated further that he is willing <br />to put forth an effort to work with all parties involved in the Lorane High- <br />way issue to find an acceptable solution and noted that adjacent property <br />owners are key parties in the solution. <br /> <br />Mr. MacDonald moved, seconded by Mr. Boles, to amend the mo- <br />tion to move the Lorane Highway project forward one year in <br />the CIP, contingent on the ability to demonstrate agreement <br />among stakeholders and interested parties in this issue. <br /> <br />Responding to a question from Mr. Boles, Mr. Gleason indicated that moving <br />this project forward one year within the CIP would be congruent with his <br />suggestions for handling this issue vis-a-vis the County road funds. <br /> <br />The amendment carried unanimously, 8:0. <br /> <br />Ms. Bascom moved, seconded by Mr. Nicholson, to amend the <br />motion to move the the Westmoreland/18th Avenue Overcrossing <br />project and the Greenway Bike Path projects forward in the <br />cIP, consistent with the Budget Committee's recommendation. <br /> <br />Mr. Green said he was not convinced of the need to move the bike path con- <br />structions forward. <br /> <br />Acknowledging concerns for a lack of available funding for these projects, <br />Ms. Ehrman commented on the need to make a statement about the City's commit- <br />ment to supporting an alternative modes of transportation system. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 28, 1991 <br /> <br />Page 10 <br />
