tit Steven Mueller, 65 Lund Drive, testified in support of eliminating
the Valley River Bridge study from the CIP noting that he does not support
additional development along Goodpasture Island Road. Every effort should be
made to preserve the park-like nature of the river corridor.

Tom Thacker, 110 North Jackson, concurred with those who testified before
him in opposition to the Valley River Bridge study noting that increased
automobile traffic would detract from the residential nature of the Whiteaker
area.

Glen Lally, 346 N Grand Street, speaking on behalf of himself and his neigh-
bor Susan Applegate, 340 North Grand Street, stated his vehement opposition
to the construction of an additional automobile bridge across the Willamette
River.

P. Yuri Samer, 2940 Hilyard Street, testified on the Lorane Highway project
(page 119 of the draft CIP). He voiced concerns with extreme traffic safety
hazards that exist along Lorane Highway and asked that priority be given to
highway reconstruction in the area. He also pointed out that some community
residents believed that testimony at this hearing would be limited to the
Valley River Bridge study only; as a result, the number of citizens testify-
ing on the Lorane Highway issue this evening may under-represent the number
of citizens interested.

e

Mary Bentsen, 950 West 16th Avenue, spoke on behalf of two neighborhood or-
ganizations who support the decision to delete the Valley River Bridge study
from the draft CIP. She also commended the Budget Committee for recommenda-
tions regarding the prioritization of projects within the CIP.

Mindy Wekselblatt, 1355 Bailey Avenue, speaking on behalf of her daughter,
testified in opposition to the Valley River Bridge study out of concerns for
the health and safety of park users in the area.

Connie Toomey, 2577 Harris, identified herself as an avid bicycle commuter
and spoke in opposition to the proposed Valley River Bridge overpass. She
noted that bike pathways along the east bank of the river should be completed
to give continuity to the bikeway system and encouraged the council to retain
the non-vehicular nature of the existing Greenway Bridge. She also voiced
concerns with safety in the Lorane Highway area and urged the City to make
the necessary improvements in that area.

Bedo Crafts, 2674 Harris, testified in support of increased pedestrian orien-
tation rather than automobile access around the area of Valley River Center
and urged the council to look for new solutions to traffic problems in the
area.

Linda Frohbach, 133 West Hilliard Lane, identified herself as a long-time
community resident and testified in support of eliminating the Valley River
Bridge from further study.

e

MINUTES--Eugene City Council

January 28, 1991

Page 6
