__ Tamara Crafts, 345 North Grand Street, voiced objections to the construction
of an additional automobile bridge in the Valley River area, commenting that
the community needs to support alternative modes of transportation.

Donald R. Amacher, 2067 Musket Street, spoke as a representative of three
office buildings in the Valley River area urging the council to reconsider
eliminating the Valley River Bridge study from the CIP. He commented on the
increased traffic problems which have been generated by substantial increases
in density in the area, and said that a comprehensive evaluation of the area
is needed to address these problems.

Carol Bakkensen, 280 North Polk, testified against the Valley River Bridge
study expressing concerns for the potential safety hazard that would result
from increased automobile traffic in the area.

Lina Van Brunt, 1345 Bailey Avenue, spoke in favor of eliminating the Valley
River Bridge study from the CIP, remarking that every effort should be made
to preserve the neighborhood orientation of the area.

Dick Hansen, 2744 Tomahawk Lane, identified himself as the General Manager of
Valley River Center and spoke in favor of the Valley River Bridge study in
order to address extreme traffic congestion problems in the area. He pointed
out that the TransPlan identifies the need for construction of an additional
bridge and urged the council to reconsider the Budget Committee's recommenda-
tion.

e

Stanton Cook, 1832 Longview Avenue, testified in opposition to the Valley
River Bridge study suggesting that the money which would have been used on
this study be redirected toward the community's social service needs. He
also commented that the lack of a bike path between Eugene and Glenwood is a
significant safety hazard, and encouraged the City to consider bike path
construction in this area.

Greg Johnson, 110 North Jackson, testified against the Valley River Bridge
study noting that a bridge would detract from the quality of life in Eugene.

Gregory Ahlijian, 42083 Deerhorn Road, Springfield, testified on behalf of
the Eugene Tree Commission in support of the $25,000 allocated for street
trees. He thanked the council for its demonstrated support of the Tree Com-
mission, and indicated that a healthy urban forest is of benefit to all Eu-
gene residents.

Brian Churchhill, 1610 East 43rd Avenue, spoke on behalf of the Bicycle Com-
mittee in support of bike path improvements along the river corridor. He
voiced opposition to the Valley River Bridge study, and spoke about the need
to improve bicycle access to downtown.

Edward Winter, 85354 Doane Road, identified himself as a business owner in
the Whiteaker neighborhood and testified in support of all of the Budget
Committee's recommended modifications to the CIP.

e

MINUTES--Eugene City Council

January 28, 1991

Page 5
