<br />e <br /> <br />recommendations for many transportation issues in the area, but does not <br />include a study of transportation issues in the Valley River area because the <br />feasibility study was already planned within the CIP. Responding to ques- <br />tions about the State's responsibilities with respect to transportation plan- <br />ning in this area, Mr. Reinhard said that the City regards the Valley River <br />Bridge issue as primarily a local responsibility. However, any discussions <br />of traffic in the surrounding area would involve discussions and coordination <br />with the State. <br /> <br />Responding to public testimony regarding the proximity of the proposed Valley <br />River Bridge and the Greenway Bike Bridge, Mr. Reinhard assured the public <br />that if a bridge was to be constructed, it would be constructed downstream <br />from the bridge and have as little impact on bike/pedestrian pathways and <br />park land as possible. <br /> <br />Responding to a question from Mr. Boles, Mr. Lyle said that none of the EIS <br />studies that have been conducted within the past decade have yielded a no- <br />build solution. <br /> <br />Responding to a question from Mr. Boles, Mr. Reinhard said that the addition <br />of a third lane on Delta Highway at the Valley River interchange area added <br />some traffic capacity to the area and appears to have improved the congestion <br />problems, as well as improved traffic safety in the area. <br /> <br />e <br /> <br />Mr. Gleason remarked that the City needs to conduct an in-depth analysis of <br />the entire Delta Highway system prior to discussions about the location of a <br />bridge. He emphasized that increased traffic loads are expected to take <br />place on the Delta Highway over the next several years, regardless of whether <br />the City meets its aggressive alternative modes goals. <br /> <br />Mr. Nicholson commented that the lack of General Fund resources is a primary <br />reason why no action has been taken to reinstate the Cal Young/Harlow fire <br />station. He asked if there would be alternative funding sources for this <br />project if it were advanced in the CIP. Dave Whitlow, Assistant City Manag- <br />er, reminded the council that the Public Safety Advisory Committee (PSAC) <br />would be making a recommendation next month on the final draft of the Long- <br />Range Plan. This would be the appropriate time for the council to hold this <br />discussion at which time it could consider whether to move this item forward <br />in the CIP. <br /> <br />Ms. Bascom asked whether the Beltline Bridge is identified in the TransPlan <br />as seriously deficient. Mr. Reinhard responded that the bridge is identified <br />in the State highway planning process for long-range improvements.
