<br />~ Responding to questions from Mr. Boles, Mr. Smith said that 33 percent of the <br />area in question is completely vacant, 22 percent is underdeveloped, and 8.2 <br />percent is residential. <br /> <br />Mr. Boles asked about the recognition status of the Industrial Corridor Com- <br />munity Organization (ICCO). In response, Mr. Smith said that a proposal to <br />provide limited recognition for the ICCO will come before the council in <br />April . <br /> <br />In response to a question from Ms. Bascom, Mr. Smith said that although the <br />County has not yet adopted the Urbanizing Lands ordinance as a part of this <br />agreement, staff is confident that this will still occur. <br /> <br />Referring to page 2 of the Annexation and Urban Services Policy Agreement, <br />Mr. Nicholson voiced concern that the County, by making some change in its <br />policies, could nullify this agreement. Mr. Smith addressed this concern by <br />saying that once a contractual obligation has been made between a property <br />owner and the City, both parties are bound to uphold the terms of the agree- <br />ment. <br /> <br />e <br /> <br />Mayor Miller opened the public hearing. <br /> <br />John W. Peterson, mayor of Junction City, testified in favor of the agree- <br />ment. The proposal is the result of a lot of hard work and negotiation and <br />will ultimately enable property owners in the area the opportunity for order- <br />ly annexation. He encouraged the council to approve the agreement. <br /> <br />Louis Johnson, 345 Palomino Drive, testified as a property owner in the in- <br />dustrial corridor area in favor of the agreement. He noted that as an indus- <br />trial property owner, he does not need additional City services. While he is <br />reluctant to annex to the City, he understands the need and supports this <br />agreement as a mechanism for making annexation possible. <br /> <br />Gail Overgard, Industrial Corridor, identified himself as chair of the ICCO <br />and offered his support for the proposal. He commended Councilor Rutan and <br />City staff for their efforts on the agreement, noting that the benefits of <br />the proposal outweigh the costs. <br /> <br />Doug McKay, Industrial Corridor, testified in support of the agreement. <br />Similar to Mr. Johnson, he said that he also has no need for additional pub- <br />lic services and said that the agreement represents a good compromise for all <br />involved. <br /> <br />Rodney Kempf, Industrial Corridor, speaking as a member of ICCO and as an <br />industrial property owner, said that he is in support of the agreement, par- <br />ticularly if it will make the sewer transitioning easier for property owners <br />in that area. He urged the council to approve the agreement. <br /> <br />Rick Re, Industrial Corridor, testified in support of the proposal.
