<br />e <br /> <br />developing a workable proposal and said that the process that was established <br />during the deliberations has created the basis for a good relationship be- <br />tween the City and property owners in the area. <br /> <br />Jim Ramseyer, Industrial Corridor, urged the council to approve the agree- <br />ment, which will provide a valuable planning tool for businesses and will <br />encourage growth in the area. <br /> <br />Dale Riddle, no address given, said that the proposal will benefit both par- <br />ties involved and encouraged the council to support it. He noted that the <br />agreement will hasten much-needed upgrades in an area that has been stagnant <br />for some time. <br /> <br />e <br /> <br />Craig Koch, Industrial Corridor, spoke in favor of the agreement. He noted <br />that he has no need for City services, but recognizes that the agreement will <br />promote expansion and growth. <br /> <br />Bud Brewer, Industrial Corridor, identified himself as a long-time resident <br />of the Highway 99 North area and testified in favor of the agreement. He <br />offered his appreciation to Councilor Rutan and City staff for their efforts <br />and urged the council to approve the proposal. <br /> <br />Mike Koza, 1900 Irving Road, testified on behalf of Georgia-Pacific Corpora- <br />tion in favor of the proposal. He concurred with those who spoke before him <br />about the tremendous staff effort that was involved in crafting the proposal <br />and urged the council to approve it. <br /> <br />There being no additional requests to speak, the public hearing was closed. <br /> <br />Responding to a question from Mr. Boles regarding the provision of services <br />at the time of annexation, Mr. Smith explained that when large areas annex to <br />a city, it is often not pOSSible to deliver the full level of services at the <br />time of annexation. Because property owners in the Industrial Corridor area <br />{predominantly industrial development} have indicated that they do not need <br />full service delivery as quickly as property owners in the River Road/Santa <br />Clara area {predominantly residential}, this agreement is equitable. Mr. <br />Boles asked whether the differential timetable is considered fair for resi- <br />dential owners in the Industrial Corridor area. Mr. Smith responded that <br />because property owners in that area are only paying for the services that <br />will be delivered, this agreement is fair. <br /> <br />Mr. Boles asked for rationale why the City-funded police patrol that was <br />anticipated for the area prior to Ballot Measure 5 can no longer be provided. <br />Mr. Smith responded that the City no longer has the capacity to fund the <br />police patrol. <br /> <br />In response to a question from Mr. Boles, Ms. Childs said that ICCO has sub- <br />mitted an application for limited recognition, but the application has not <br />yet been processed. <br /> <br />- <br /> <br />MINUTES--Eugene City Council <br /> <br />March 4, 1991 <br /> <br />Page 7 <br />
