EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Work Session: Programming of Surface Transportation Program-Urban Funds <br /> <br />Meeting Date: June 8, 2005 Agenda Item Number: B <br />Department: Public Works Staff Contact: Mark Schoening <br />www. cl. eugene, or. us Contact Telephone Number: 682-5243 <br /> <br />ISSUE STATEMENT <br />The City Council is requested to approve the attached list of preservation and modernization projects <br />(Attachment A) for submittal of applications for federal Surface Transportation Program-Urban (STP-U) <br />funds to be programmed by the Metropolitan Policy Committee (MPC). <br /> <br />BACKGROUND <br />In October 2003, the MPC programmed STP-U funds within the Central Lane Metropolitan <br />Transportation Planning Organization (MPa) for the first time. The MPC conservatively programmed <br />85 percent of the anticipated funding over three federal fiscal years. Earlier this year, the MPa staff <br />recommended programming 100 percent of FY04 funds and 98 percent of FY05 and FY06 funds. This <br />represents approximately $1,986,000 in additional STP-U funds. At its April 14, 2005, meeting, the <br />MPC programmed $686,000 of the $1,986,000 for FY06 for Planning and Project Development. There <br />is now approximately $1,300,000 remaining to be programmed. <br /> <br />At its May 12, 2005, meeting, the MPC approved programming the remaining $1.3 million in three <br />categories - Preservation (60 percent or $780,000), Modernization and Planning and Project <br />Development (30 percent or $390,000) and Transportation Demand Management (10 percent or <br />$130,000). The programming of funds is a competitive process with individual projects being scored <br />and ranked using a set of predetermined criteria. Below is the timeline and process that will be <br />followed to program the $1,300,000: <br /> <br />· The Transportation Planning Committee (TPC) opened the application process on May 19, 2005 <br />· Applications will be accepted through June 10, 2005 <br />· The Technical Advisory Subcommittee (TASC) will review ranked applications on June 16, 2005 <br />· The TPC will review ranked applications and make recommendations to MPC on June 23, 2005 <br />· The MPC will consider the TPC recommendations and take action to program funds in the MTIP on <br /> July 14, 2005. <br /> <br />The list of street preservation projects represent projects that meet the available STP-U funding and that <br />are programmed to occur over the next two years as part of the City's pavement preservation program. <br />The Transportation Utility Fund would be used to provide a 50 percent match to the STP-U funds and <br />thereby achieve the maximum number of points allocated for matching funds. <br />The list of off-street bike path preservation projects represents projects that meet the available STP-U <br /> <br /> L:\CMO\2005 Council Agendas\M050608\S050608B.doc <br /> <br /> <br />
