funding and that continue the program to replace the deteriorated eight-foot wide asphalt paths with ten <br />feet wide concrete paths. The System Development Charge Fund (transportation improvement fee <br />component) will be used to provide the local match. Since the scoring criteria have not changed, it is <br />anticipated that the bike path projects will score higher than the street projects. <br /> <br />The Courthouse District transportation improvement project is identified as a modernization project <br />because of the $1,000,000 shortfall between the requested federal earmark of $6,000,000 and the actual <br />earmark of $5,000,000 in the omnibus spending bill signed into law earlier this year. The Urban <br />Renewal Fund would be identified as the local match since the City Council has previously identified <br />the fund as the source for the entire $1,000,000 shortfall. Only that portion of the project that is on the <br />State Highway system is eligible for STP-U funds. Streets classified as local are not eligible for STP-U <br />funds. <br /> <br />RELATED CITY POLICIES <br />On June 9, 2004, the City Council passed a motion that all project lists or funding allocations for <br />projects within the City of Eugene or the Eugene urban growth boundary generated through the TPC for <br />the MPC/MPO approval shall first be reviewed and approved by the Eugene City Council before the <br />TPC recommendations are reviewed for approval by the MPC/MPO, including review of regional <br />projects in which the City is a stakeholder. <br /> <br />On April 11, 2005, the City Council passed a motion adopting the following Capital Improvement <br />Program policies: <br /> <br />· Funding sources that have been identified for a specific project and approved with adoption of the <br /> Capital Improvement Program shall remain the funding source for that project unless a specific <br /> exception is directed by the council. <br />· Flexible transportation funding available to the City from federal, state, county, and local sources, <br /> that is eligible, will be used to fund operations, maintenance and preservation of existing capital <br /> transportation infrastructure, unless a specific exception is directed by the council. <br />· New transportation capital projects, including transit projects that are located within the Eugene City <br /> limits will be reviewed by the City Council before inclusion into any regional or multi-jurisdictional <br /> project list or plan. <br /> <br />COUNCIL OPTIONS <br />The City Council may: <br />1. Approve the project list; <br />2. Not approve the project list; or <br />3. Remove specific projects and approve an amended project list. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends that the City Council approve the project list.
