Roll call vote; the motion carried unanimously, <br />7:0. <br /> <br />Mr. Green echoed comments made by members of the SDC Task Force on the bene- <br />ficial process that was followed. <br /> <br />Mr. Boles thanked task force members for their willingness to participate and <br />said that staff on the task force set a high standard for public service. <br /> <br />Mr. MacDonald acknowledged that development costs in this community will <br />increase as a result of the revised methodology, but said that communities <br />have to discover new ways to support the costs of growth, particularly after <br />the passage of Ballot Measure 5. <br /> <br />Roll call vote; the motion carried unanimously, 7:0. <br /> <br />Council Bill 4307 was read the second time by number only. <br /> <br />Mr. Boles moved, seconded by Ms. Ehrman, that the bill be <br />approved and given final passage. Roll call vote; with all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance 19773). <br /> <br />The council took a five-minute break at 9:20 p.m. Councilor Ehrman left at <br />that time. <br /> <br />e <br /> <br />VII. PUBLIC HEARING: ORDINANCE CONCERNING APPEALS OF TRAFFIC-RELATED <br />ADMINISTRATIVE DECISIONS <br /> <br />City Manager Mike Gleason introduced the topic. Brant Williams, Public Works <br />Transportation, gave a brief staff report. He said that the proposed ordi- <br />nance addresses three amendments to the City Code: 1) it establishes a hear- <br />ings official for the appeals process for administrative decisions of traf- <br />fic-relate matters; 2) defines additional traffic-related matters as adminis- <br />trative duties; and 3) provides additional criteria to be used in making <br />administrative decisions for traffic-related matters. Mr. Williams indicated <br />that the proposed process is consistent with other appeals processes for <br />administrative decisions, and said that the process would provide a more <br />timely and responsive process to address citizen concerns. Also, it will <br />improve decision-making consistency and be more objective. <br /> <br />Mr. MacDonald questioned why it is assumed that a hearings official decision <br />would be more factual and objective. Mr. Gleason responded that because <br />hearings officials are not elected to represent a particular constituency, <br />they can avoid the political nature of many decisions. <br /> <br />Responding to a question from Mr. Boles, Mr. Williams said that the costs <br />associated with a hearings official would be borne by the Road Fund. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />May 13, 1991 <br /> <br />Page 9 <br />
