<br />e Mr. Rutan moved, seconded by Mr. Boles, to approve the items <br /> on the City Council consent calendar, as amended. Roll call <br /> vote; the motion carried unanimously, 7:0. <br /> II. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY GENERALLY <br /> LOCATED IN THE RIVER ROAD AREA, BETWEEN THE NORTHWEST EXPRESSWAY AND <br /> GLORY DRIVE, SOUTH OF ELKAY DRIVE (AZ 91-7) <br /> City Manager Mike Gleason introduced the topic. Carol Heinkel, Planning and <br /> Development Department, summarized the code criteria necessary for annexation <br /> and zone change. She noted that these criteria apply to both annexation <br /> requests being considered this evening. <br /> Ms. Heinkel said that this property owner-initiated request was submitted by <br /> Green Valley Company of Oregon, which owns Tax Lots 1500 and 1600. The re- <br /> quest includes 4 parcels; Tax Lots 1502 and 1901 are owned by the City of <br /> Eugene and the Eugene & Water Electric Board (EWEB). These parcels are va- <br /> cant lots in the developed residential area of River Road. If approved, the <br /> applicant intends to develop the property for residential purposes. The <br /> Planning Commission held a public hearing on this request and recommended <br /> approval. It also recommended approval of zoning to low-density residential <br /> with site review criteria applied to Tax lots 1500, 1600, and 1502. <br /> Mr. Boles asked about the status of the parcels owned by the City of Eugene. <br /> In response, Pat Decker, Planning and Development Department, said that both <br />e of the parcels are owned by EWEB and have transmission lines located along <br /> them. The City does not contemplate using them for other purposes. She <br /> explained further that it is the City's practice to annex publicly owned <br /> parcels when they are adjacent to properties being requested for annexation. <br /> Mr. Gleason added that technically the land in question is owned by the City <br /> of Eugene by and for the use of EWEB. <br /> Mayor Miller opened the public hearing. There being no requests to speak, <br /> the public hearing was closed. <br /> Res. No. 4260--A resolution furthering annexation to the city <br /> of Eugene and the Lane County Metropolitan <br /> Service District for property located in the <br /> River Road area, between the Northwest Express- <br /> way and Glory Drive, south of Elkay Drive. <br /> (Withdrawal from River Road Park and Recreation <br /> and Water Districts will be processed separate- <br /> ly if the annexation is approved.) <br /> Final Order AZ 91-7--A final order rezoning the property from <br /> County RA/UL to City R-1 with site review <br /> subdistrict to Tax Lots 1500, 1600, and <br /> 1502. <br />e <br /> MINUTES--Eugene City Council July 22, 1991 Page 2 <br />
