<br /> ,. <br />e M I NUT E S <br /> Eugene City Council <br /> McNutt Room--Eugene City Hall <br /> November 13 1991 <br /> 11:30 a.m. <br /> COUNCILORS PRESENT: Shawn Boles, Ruth Bascom, Debra Ehrman, Bobby Green, <br /> Randy MacDonald, Paul Nicholson, and Kaye Robinette. <br /> COUNCILORS ABSENT: Roger Rutan. <br /> The adjourned meeting of November 6, 1991, of the Eugene City Council was <br /> called to order by His Honor Mayor Jeff Miller. <br /> The council decided to take up Item III first. <br /> 1. BALLOTING FOR APPOINTMENTS TO THE BUDGET COMMITTEE, DOWNTOWN COMMIS- <br /> SION, EUGENE-SPRINGFIELD METROPOLITAN PARTNERSHIP, HUMAN RIGHTS <br /> COMMISSION, AND PLANNING COMMISSION <br />e Expressing concern that the City was falling behind in its effort to increase <br /> representation by women on boards and commissions, Ms. Bascom said of the 58 <br /> positions currently being filled, 34 percent of the appointments went to <br /> women; and that the total representation of women on boards and commissions <br /> was higher, at 44 percent. Staff noted that 30 percent of all applications <br /> were from women. Ms. Bascom recalled interviewing Pennie Hopkins, who was <br /> not successful in her bid for appointment to the Metropolitan Partnership. <br /> Ms. Hopkins is the Development Director for the Eugene Festival of Musical <br /> Theatre, and Ms. Bascom feels she is an excellent candidate for the Downtown <br /> Commission and asked the council to consider Ms. Hopkins for the post. The <br /> City Attorney confirmed that Ms. Hopkins met the pecuniary interest require- <br /> ment. <br /> Ms. Ehrman moved, seconded by Ms. Bascom, that Pennie Hopkins <br /> be appointed to the Downtown Commission. The motion passed, <br /> 5:2; Mr. Green and Mr. Nicholson voting nay. <br /> Mr. Boles moved, seconded by Ms. Ehrman, that Cheryle Hawkins, <br /> Les Hendrickson, and Tim Laue be appointed to the Budget Com- <br /> mittee.
