,. e M I NUT E S Eugene City Council McNutt Room--Eugene City Hall November 13 1991 11:30 a.m. COUNCILORS PRESENT: Shawn Boles, Ruth Bascom, Debra Ehrman, Bobby Green, Randy MacDonald, Paul Nicholson, and Kaye Robinette. COUNCILORS ABSENT: Roger Rutan. The adjourned meeting of November 6, 1991, of the Eugene City Council was called to order by His Honor Mayor Jeff Miller. The council decided to take up Item III first. 1. BALLOTING FOR APPOINTMENTS TO THE BUDGET COMMITTEE, DOWNTOWN COMMIS- SION, EUGENE-SPRINGFIELD METROPOLITAN PARTNERSHIP, HUMAN RIGHTS COMMISSION, AND PLANNING COMMISSION e Expressing concern that the City was falling behind in its effort to increase representation by women on boards and commissions, Ms. Bascom said of the 58 positions currently being filled, 34 percent of the appointments went to women; and that the total representation of women on boards and commissions was higher, at 44 percent. Staff noted that 30 percent of all applications were from women. Ms. Bascom recalled interviewing Pennie Hopkins, who was not successful in her bid for appointment to the Metropolitan Partnership. Ms. Hopkins is the Development Director for the Eugene Festival of Musical Theatre, and Ms. Bascom feels she is an excellent candidate for the Downtown Commission and asked the council to consider Ms. Hopkins for the post. The City Attorney confirmed that Ms. Hopkins met the pecuniary interest require- ment. Ms. Ehrman moved, seconded by Ms. Bascom, that Pennie Hopkins be appointed to the Downtown Commission. The motion passed, 5:2; Mr. Green and Mr. Nicholson voting nay. Mr. Boles moved, seconded by Ms. Ehrman, that Cheryle Hawkins, Les Hendrickson, and Tim Laue be appointed to the Budget Com- mittee.
