e Mr. Boles moved, seconded by Ms. Ehrman, that Pennie Hopkins be appointed to the Downtown Commission. The motion passed, 6:1; Mr. Green opposed. Mr. Boles moved, seconded by Ms. Ehrman, that Patrick Malone be appointed to the Eugene-Springfield Metropolitan Partner- ship. The motion passed unanimously, 7:0. Mr. Boles moved, seconded by Ms. Ehrman, that Leroy Dickens and George Russell be appointed to the Human Rights Commis- sion. The motion passed unanimously, 7:0. Mr. Boles moved, seconded by Ms. Ehrman, that Adell McMillan be appointed to the Planning Commission. The motion passed unanimously, 7:0. Mayor Miller asked that Councilor Rutan's ballot, turned in by Mr. Boles, be counted in the vote. The results were unchanged. At the end of the meeting, Ms. Bascom asked staff to ensure that applications for positions on boards and commissions not be accepted from people who do not live in the appropriate geographic area. Mr. Green noted a reference to age on the application form. e II. ITEMS FROM THE CITY COUNCIL, MAYOR, AND CITY MANAGER A. League of Oregon Cities (LOC) Convention Mr. MacDonald reported on the LOC Convention held November 8-10. He an- nounced that he was nominated by Roger Rutan for a position on the LOC Board of Directors, and was successful in his bid. B. Housing Policy Board Ms. Bascom said the Housing Policy Board is in the planning stage of the Walnut Grove housing development. C. Review of Central Business Function Costs Mr. Robinette distributed the Executive Summary of the Review of Central Business Function Costs. D.
