Roll call vote; the <br />motion passed unanimously, 7:0. <br /> <br />III. <br /> <br />PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED IN <br />THE WILLAKENZIE AREA ON THE NORTH SIDE OF AYRES ROAD, BETWEEN DELTA <br />HIGHWAY AND GILHAM ROAD (AZ 91-13 CAMPBELL/SAUNDERS) <br /> <br />e <br /> <br />City Manager Mike Gleason introduced the topic. Cathy Czerniak, Planning and <br />Development Department, summarized code criteria necessary for zone change <br />and annexation. The property owner has requested annexation and rezoning of <br />the 42-acre parcel as a first step toward developing the property for low- <br />density residential uses. The property is located within the urban growth <br />boundary in the Willakenzie area, and key urban services can be provided to <br />serve development on the site. The Planning Commission held a public hearing <br />on this request and voted unanimously to recommend approval of the request. <br /> <br />Responding to a question from Mr. Nicholson, Ms. Czerniak explained that <br />there are no provisions in the Eugene Code requiring annexation/rezoning <br />requests to meet criteria of land use plans that have not yet been adopted by <br />the council. She said the Planning Commission discussed concerns about this <br />request in the context of the draft Willakenzie Refinement Plan. <br /> <br />Mr. Boles opened the public hearing. <br /> <br />Marguerite Saunders Campbell, property owner, expressed support for the re- <br />quest and offered to answer Questions concerning the property. <br /> <br />There being no other requests to speak, the public hearing was closed. <br /> <br />Res. No. 4297--A resolution furthering annexation to the city <br />of Eugene and Lane County Metropolitan Service <br />District for property located on the north side <br />of Ayres road, between Delta Highway and Gilham <br />Road. The Boundary Commission's expedited <br />process is requested. Withdrawal from the <br />Willakenzie Rural Fire Protection District will <br />occur if the annexation becomes effective. <br /> <br />Final Order AZ 91-13--A final order rezoning the property from <br />County AG/UL to City R-l/SR. <br /> <br />Mr. Green moved, seconded by Ms. Ehrman, to adopt the resolu- <br />tion and final order. <br /> <br />Responding to a question from Ms. Ehrman, Ms. Czerniak said that concerns <br />expressed in correspondence were related to increased traffic on Ayres Road <br />resulting from development of the area. She said that Ayres Road has been <br />scheduled for improvements in the Capital Improvement Plan (CIP).
