<br />e <br /> <br />Nicholson felt it was illogical to aprove this annexation/zone change request <br />outside the context of the Wi'lakenzie Refinement Plan. <br /> <br />Mr. MacDonald felt that the issue of postponing land use requests due to <br />pending refinement plans merited further discussion at a future council meet- <br />ing. Mr. Robinette concurred but objected to delaying action on this re- <br />quest. Mr. Gleason said that statutory requirements require that the council <br />act on land use requests based on adopted plans and policies. <br /> <br />Ms. Ehrman supported proceeding with the request, pointing out that there was <br />little input from the neighborhood association in the minutes of the Planning <br />Commission's public hearing. <br /> <br />Mr. Nicholson read provisions of Policy 7 in support of his argument for <br />delaying action on this request until the Willakenzie Refinement Plan is <br />adopted. Jan Childs, Planning and Development Department, said that the <br />Willakenzie Refinement Plan may not be presented to the council for final <br />adoption until April. <br /> <br />Responding to a question from Mr. MacDonald, Ms. Czerniak explained that the <br />Willakenzie Refinement Plan identifies several "opportunity areas" and en- <br />courages consideration of mixed uses for those areas. She said that the area <br />of this request comprises approximately 30 percent of an identified opportu- <br />nity area. She said that if development of the area does not occur before <br />final adoption of the Willakenzie Refinement Plan, and if the Willakenzie <br />Plan calls for rezoning of the area to something other than low density, the <br />e City could then initiate a rezoning of the area as specified by the plan. <br /> <br />Mr. Green moved to call the question. Roll call vote; the <br />motion passed 6:1, with councilor Nicholson voting against. <br /> <br />Roll call vote; the main motion passed 6:2, with councilors <br />MacDonald and Nicholson voting against. <br /> <br />IV. PUBLIC HEARING: PROPOSED WITHDRAWAL OF RECENTLY ANNEXED PROPERTIES <br />FROM SPECIAL DISTRICTS <br /> <br />City Manager Mike Gleason introduced the topic and said staff was present to <br />answer questions. <br /> <br />Mr. Boles opened the public hearing. <br /> <br />Wanda Simmons, 1183 Skipper Avenue, testified neither in support nor in favor <br />of the proposed withdrawal of the Walnut Grove property. She noted that she <br />recently saw a proposal on the news for developing housing in the area. She <br />expressed concern about the potential safety hazard for children who would <br />play near the pond if multiple-unit housing were developed there.
