She described the litter problems around the pond and asked if the <br />City would consider prohibiting automobile access to the site. <br /> <br />Ethel Martinson, 1520 Elkay Drive, said she shared some of Ms. Simmons' sug- <br />gestions and concerns. <br /> <br />Tom Heintz, 1038 Jayne Street, Chair of the River Road Community Organiza- <br />tion, requested an additional seven days to review material he received con- <br />cerning the proposed withdrawal of the properties located in the River Road <br />district. He said that he wanted to call a meeting of the organization to <br />discuss the information. <br /> <br />There being no other requests to speak on this item, the public hearing was <br />closed. <br /> <br />Ms. Czerniak clarified that the annexations of the properties have already <br />been approved by the Lane County Local Government Boundary Commission and <br />that a separate process was required to withdraw the properties from their <br />water and park districts. <br /> <br />Mr. Nicholson asked if not withdrawing the properties could result in in- <br />creasing the property owners' taxes. Ms. Czerniak confirmed this. <br /> <br />Referring to Mr. Heintz's testimony, Ms. Ehrman said that notices regarding <br />the proposed withdrawals had been posted for approximately two weeks prior to <br />this public hearing. <br /> <br />e <br /> <br />Mr. MacDonald requested a follow-up report on the safety concerns expressed <br />by Ms. Simmons and on her suggestion to prohibit automobile access to the <br />Walnut Grove site. Mr. Green supported Ms. Simmon's suggestion. Mr. Boles <br />noted that when he served on the Council Social Goals Committee, a neighbor- <br />hood effort was undertaken to clean up around the pond. He felt it was im- <br />portant to maintain the effort. <br /> <br />CB 4349--An ordinance providing for withdrawal from the Junc- <br />tion City Water Control District that part of the <br />district annexed to the city of Eugene by the Lane <br />County Local Government Boundary Commission on May <br />21, 1990 (River Road Church of Christ, EC EU 90-06). <br /> <br />Mr. Green moved, seconded by Ms. Ehrman, that the bill, with <br />unanimous consent of the council, be read the second time by <br />council bill number only and that enactment be considered at <br />this time. Roll call vote; the motion passed unanimously, <br />7:0. <br /> <br />Council Bill 4349 was read the second time by number only. <br /> <br />Mr. Green moved, seconded by Ms. Ehrman, that the bill be <br />approved and given final passage.
