<br />e <br /> <br />e <br /> <br />e <br /> <br />other identified service providers, funded by a general obligation bond and <br />operating with the use of volunteers, to Package C. <br /> <br />RECREATION SERVICES <br /> <br />Specialized Recreation <br /> <br />The council agreed to include a strategy to reduce General Fund support for <br />the service while maintaining the service level through the establishment of <br />an endowment fund and a minimal membership charge in Analysis Package A. <br /> <br />Senior Centers <br /> <br />The council indicated its support for further analysis of a strategy to <br />reduce the General Fund support for the program while maintaining the service <br />level through membership fees, increased use of volunteers, and the sale of <br />the Kaufman Center (Analysis Package A). The council included a strategy to <br />maintain the service level and reduce General Fund support by supplanting <br />that contribution with increased facility rental fees ($35,000 target) in <br />Analysis Package B. The council also added a strategy to Package C that <br />would enhance the service level with a $300,000 General Fund contribution to <br />address children's issues. <br /> <br />Swimming Pools <br /> <br />The council directed staff to include a strategy to maintain the service <br />level and reduce General Fund support through 50 percent increased cost <br />recovery ($400,000 target) and alternative energy sources in Analysis Package <br />A. The council included a strategy in Analysis Package C that would limit <br />General Fund support to open swim time only and taking the program to 100 <br />percent cost recovery for all other activities. <br /> <br />The meeting recessed briefly at 7:10 p.m. and resumed at 7:20 p.m. <br /> <br />Community Centers <br /> <br />The council included a strategy to maintain the service level by moving to <br />100 percent cost recovery for programs in Analysis Package A; added a <br />strategy to maintain the program through integration with other agency <br />programs and a new funding source to Analysis Package B; and added a strategy <br />to reduce the service level to that of facility rental only to Analysis <br />Package C. <br /> <br />Outdoor Programs <br /> <br />The council directed staff to analyze a strategy to eliminate the service and <br />sell the assets as part of Package A, and added a strategy to maintain the <br />service level through 100 percent cost-recovery for programs to Package C. <br /> <br />MINUTES--Eugene City Council <br /> <br />February 4, 1992 <br /> <br />Page 3 <br />
