<br />e <br /> <br />- <br /> <br />e <br /> <br />Responding to a question from Mr. Boles, Mr. Lajewski said that the street <br />vacation application fee is approximately $200. <br /> <br />CB 4370--An ordinance vacating Pleasant Highway, located east <br />of North Shasta Loop, north of East 43rd Avenue. <br /> <br />Mr. Boles moved, seconded by Mr. Green, that the bill, with <br />unanimous consent of the council, be read the second time by <br />council bill number only, and that enactment be considered at <br />this time. Roll call vote; the motion passed unanimously, <br />7:0:1, with Councilor Robinette abstaining. <br /> <br />Council Bill 4370 was read the second time by number only. <br /> <br />Mr. Boles moved, seconded by Mr. Green, that the bill be ap- <br />proved and given final passage. <br /> <br />Ms. Bascom commented on the tension among the affected property owners, but <br />felt that granting this request would be advantageous to future residential <br />development. <br /> <br />Councilors expressed concern about the process in which this request was <br />initiated. Mr. Nicholson felt that concern about staff's work merited fur- <br />ther analysis. Mr. Boles brought the council's attention to the principle <br />that those who benefit from development are expected to share the financial <br />cost. He said he would have supported this request had it not violated this <br />principle. Mr. Gleason said there was no intent to misinform the council nor <br />unreasonably benefit the affected property owners. <br /> <br />Roll call vote; with a vote of 4:3:1, with councilors Rutan, <br />Bascom, Ehrman, and Green voting aye; councilors Boles, <br />MacDonald, and Nicholson voting nay; and Councilor Robinette <br />abstaining, the bill was declared passed and became Ordinance <br />No. 19836. <br /> <br />Mr. Boles moved, seconded by Ms. Bascom, to continue one-half <br />hour. Roll call vote; the motion passed 6:2, with councilors <br />Green and Robinette voting nay. <br /> <br />Ms. Ehrman left the meeting. <br /> <br />VIII. PUBLIC HEARING: ORDINANCE CONCERNING A STREET VACATION (CITY OF <br />EUGENE: GREEN ACRES ROAD--SV 92-2) <br /> <br />City Manager Mike Gleason introduced the topic and said Jean Hahn, Planning <br />and Development Department, was present to answer questions. <br /> <br />Mayor Miller opened the public hearing.
