ADMINISTRATIVE ORDER NO. 58-17-14 of the Traffic Engineer of the City of Eugene AMENDING COMMUTER PERMIT PARKING ZONE D BY ADDING AREAS TO THAT ZONE AND REPEALING ADMINISTRATIVE ORDER NO. 58-15-42. The Traffic Engineer of the City of Eugene finds that: A. Section 5.040 of the Eugene Code, 1971, authorizes the City Manager or the Manager's designee to take administrative action establishing parking area time limitations, including the form of permissible parking and imposing conditions upon which the streets and other public property may be used for parking. B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09- 14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of the duties and responsibilities specifically defined as those of the City Manager in Sections 5.040 and 5.050 of the Eugene Code, 1971. C. Pursuant to the above authority on December 22, 2015, the City Traffic Engineer issued Administrative Order No. 58-15-42 amending the commuter parking permit Zone D provisions that had been established by Administrative Order No. 58-15-31. D. On April 17, 2017, the City Manager issued Administrative Order No. 58-17-08 appointing me as the City's Traffic Engineer. E. After considering the criteria set forth in EC 5.055, I have determined that it is necessary to amend the boundaries of commuter permit parking Zone D by adding the following areas and time limitations to that Zone: (1) The area on the west side of Mill Street between E. 18th Avenue and E. 19th Avenue and the north side of E. 19th Avenue between Mill Street and High Street, will allow two-hour parking. (2) The area on the north side of E. 15th Avenue from Orchard Street to Villard Street that is being removed from Zone J and added to Zone D will allow one-hour public parking.
