<br />e M I NUT E S <br /> Eugene City Council <br /> McNutt Room--City Hall <br /> July 27, 1992 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Ruth Bascom, Shawn Boles, Debra Ehrman, Paul Nicholson <br /> (7:39 p.m.), Kaye Robinette, Roger Rutan. <br /> COUNCILORS ABSENT: Bobby Green, Randy MacDonald. <br /> The regular meeting of the Eugene City Council of July 27, 1992, was called to <br /> order by His Honor Mayor Jeff Miller. <br /> I. PUBLIC FORUM <br /> Bob Clayton, 2913 Central, said that he has asked more than 500 people to <br /> write letters opposing the potential closure of the Spay/Neuter Clinic. Mr. <br /> Clayton expressed shock that the clinic might be closed, stating that the City <br /> saves money by keeping it open. He offered his services to the council to <br /> help resolve the City's budget crisis. <br />e John Hubbird, 3290 Harris, of the Neighborhood Economic Development Corpora- <br /> tion (NEDCO), stated that his organization sponsors a lease-to-own program <br /> that helps low-income persons become home owners. NEDCO is developing a <br /> project in the Bethel area with seven houses on Maple Street between Elmira <br /> Road and Roosevelt Boulevard. Three of the seven houses will be moved along <br /> 18th Avenue to the site in the first week of August, and Mr. Hubbird requested <br /> that the council ask staff to investigate the possibility of waiving the costs <br /> of raising traffic lights for the move. <br /> Mayor Miller stated that the council would respond to NEDCO's request after <br /> conferring with staff. <br /> Mr. Nicholson arrived. <br /> Mayor Miller asked that the public refrain from using the council's public <br /> forums to express opinions about specific issues within the Eugene Decisions <br /> process. <br /> II. CONSENT CALENDAR <br /> Mayor Miller distributed a memorandum from the law firm of Cleveland & <br /> Robinette asking that the consent item associated with Goodpasture Island <br />e <br /> MINUTES--Eugene City Council July 27, 1992 Page 1 <br /> 7:30 p.m. <br />
