Approval of Minutes, Findings, and Recommendations of the Hearings Official and Adoption of Resolution Forming a Local Improvement District for Paving, Sidewalks, and Traffic Signal on Coburg Road at Crescent Avenue (Job 2794) Res. No. 4337-- A resolution forming a local improvement district for paving, sidewalks, and traffic signals on Coburg Road at Crescent Avenue. Mr. Nicholson asked the basis for the figure of 18 percent in the site review agreement that is ShopKo's share of the traffic signal improvement costs. Ms. Andersen explained that it was based on a study by JRH Engineering of the contribution of traffic generated by Shopko at that intersection. Mr. Nicholson asked if other new developments in the same area are also paying a share of the costs of the signal. Ms. Andersen replied that the participation of developers is sought where signal access is for their benefit. A transi- tion is under way to the systems development charge (SDC) approach, which gains contributions more equitably from all the developments in an area, not just those near a signal. In response to Mr. Nicholson's question, Ms. Andersen clarified that the City is paying the other 82 percent of the signal cost at Coburg Road and Crescent Avenue from SDC funds. Mr. Boles commented that an earlier financing arrange- ment for a signal on Chad Drive did not increase the burden on the private sector. Ms. Andersen responded that the City is adhering to the agreement in e the Coburg Road conditional use permit as to how contributions will be divided. Mr. Boles moved, seconded by Mr. Rutan, to approve the Reso- lution 4337. Roll call vote; the motion passed unanimously, 6:0.
