Approval of Minutes, Findings, and Recommendations of the Hearings <br /> Official and Adoption of Resolution Forming a Local Improvement <br /> District for Paving, Sidewalks, and Traffic Signal on Coburg Road <br /> at Crescent Avenue (Job 2794) <br /> Res. No. 4337-- A resolution forming a local improvement <br /> district for paving, sidewalks, and traffic <br /> signals on Coburg Road at Crescent Avenue. <br /> Mr. Nicholson asked the basis for the figure of 18 percent in the site review <br /> agreement that is ShopKo's share of the traffic signal improvement costs. Ms. <br /> Andersen explained that it was based on a study by JRH Engineering of the <br /> contribution of traffic generated by Shopko at that intersection. Mr. <br /> Nicholson asked if other new developments in the same area are also paying a <br /> share of the costs of the signal. Ms. Andersen replied that the participation <br /> of developers is sought where signal access is for their benefit. A transi- <br /> tion is under way to the systems development charge (SDC) approach, which <br /> gains contributions more equitably from all the developments in an area, not <br /> just those near a signal. <br /> In response to Mr. Nicholson's question, Ms. Andersen clarified that the City <br /> is paying the other 82 percent of the signal cost at Coburg Road and Crescent <br /> Avenue from SDC funds. Mr. Boles commented that an earlier financing arrange- <br /> ment for a signal on Chad Drive did not increase the burden on the private <br /> sector. Ms. Andersen responded that the City is adhering to the agreement in <br />e the Coburg Road conditional use permit as to how contributions will be <br /> divided. <br /> Mr. Boles moved, seconded by Mr. Rutan, to approve the Reso- <br /> lution 4337.
