The <br /> new owner of the Campbell House on Pearl Street wants to convert the property <br /> into a bed and breakfast inn. She added that the City Code is vague and the <br /> City Attorney's Office may be asked for a definition and evaluation of the <br /> pertinent sections. <br /> II. WORK SESSION: EUGENE DECISIONS <br /> Barb Bellamy, City Manager's Office, said the purpose of the work session is <br /> to give the council an opportunity to continue its discussion about the <br /> process and have questions answered and concerns addressed. She noted that Ed <br /> and Susan Weeks were present to provide further information and analysis of <br /> the survey data presented on July 27. <br /> Ms. Bellamy reviewed the Eugene Decisions process to date, saying it was <br /> initiated by the council after hearing an annual forecast of the City's <br /> financial situation for the next five years. She noted this was the first <br /> time that the City has taken a comprehensive look at funding for all General <br /> Fund services. The council committee's goal was to create a community- <br /> supported, multi-year, comprehensive and sustainable service and funding <br /> strategy for the General Fund. Ms. Bellamy said that the process has produced <br /> e a wealth of information on which the council can base its plan. <br /> Ms. Bellamy described the steps taken through the process. The first of these <br /> was the process design, followed by an environmental scan, the development of <br /> preliminary strategies, the community surveys and workshops, and detailed <br /> strategies. Ms. Bellamy said the council is about to embark on the last step <br /> and plans to develop a final service and funding strategy by the end of <br /> August. Staff will then develop a phasing plan for implementation of the <br /> strategy over the next two or three years. The council committee has not <br /> developed a time line or phasing plan for the council's approval. <br /> Ms. Bellamy referred to a memorandum distributed to the council on July 27 <br /> that describes the Council Committee on Eugene Decisions' proposed process for <br /> August. She asked that the council complete and return the "Councilor Score <br /> Sheets" distributed on July 27 by August 3. The sheets will be compiled and <br /> included in the August 7 council packets. <br /> Ms. Bellamy reviewed the process proposed by staff and said that the Council <br /> Committee discussed the council's concern with regard to council consensus on <br /> the final strategy. She said the committee suggests that the council strive <br /> for consensus, after having set a time limit for reaching unanimous support <br /> for the final strategy. <br /> Mayor Miller clarified that the council would follow its regular voting <br /> e <br /> MINUTES--City Council Work Session July 29, 1992 Page 2 <br /> 11':30 a.m. <br />
