Mr. MacDonald felt that the street improvements will <br /> enhance property values. <br /> Responding to a question from Mr. Boles, Mr. Lyle said that any street trees <br /> that have to be removed will be replaced. <br /> CB 4417--An ordinance authorizing the institution of proceedings <br /> in eminent domain for the acquisition by condemnation of <br /> property interests along 11th Avenue, west between Gar- <br /> field Street and Tyinn Street, for the purposes of con- <br /> struction of street improvements; and declaring an emer- <br /> gency. <br /> Mr. Boles moved, seconded by Ms. Ehrman, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at this <br /> time. Roll call vote; the motion passed unanimously, 7:0. <br /> Council Bill 4417 was read the second time by number only. <br /> Mr. Boles moved, seconded by Ms. Ehrman, that the bill be approved <br /> and given final passage. <br /> Councilors agreed to postpone discussion on the use of the emergency clause <br /> e for a future meeting. <br /> Roll call vote; by a vote of 6:1, with Councilor Nicholson voting <br /> nay, the bill was declared passed and became Ordinance No. 19881. <br /> VI. COUNCIL COMMITTEE ON EUGENE DECISIONS <br /> This item, which was previously scheduled for tonight's work session but had <br /> been postponed, was added. <br /> Councilors discussed the memo from the Council Committee on Eugene Decisions <br /> (CCED) regarding the process for implementing the Eugene Decisions strategies. <br /> Mr. MacDonald felt that the design and management of the Eugene Decisions <br /> process was appropriately delegated to a council committee, but that the <br /> implementation process would be more appropriately overseen by the full <br /> council. He suggested including the implementation process on the council's <br /> work plan next year. <br /> Mr. Boles said that the CCED allowed a smaller group to frame alternatives for <br /> the council more easily.
