Mr. Robinette said the CCED understood that the Eugene <br /> Decisions process concluded last week. He felt that the implementation <br /> process will be more difficult and that a committee approach would be more <br /> helpful. <br /> Mayor Miller noted that discussion on issues identified by the CCED as <br /> controversial or key was deferred to the full council. He suggested that the <br /> new Mayor chair the new committee. <br /> Mr. Boles said the CCED's charge has been completed. Councilors Bascom and <br /> MacDonald expressed appreciation for councilors who served on the committee. <br /> Mr. MacDonald felt it important to not overlook the problems with the CCED <br /> model, citing public communication, which he felt could have been better. He <br /> asked that if a majority of the council supports the recommended model, that <br /> there be more regular checkpoints with the full council. Responding to a <br /> question from Mr. Nicholson, he said his proposal would be to have the full <br /> council direct the implementation process and to delegate detail-leveled work <br /> to a task team. Mr. Robinette said the implementation process will require <br /> more check points with the council. <br /> Ms. Ehrman said she would like to have more staff involvement in the implemen- <br /> tation process. <br /> Mr. Nicholson expressed mixed feelings and said he was more inclined to <br /> e support having a smaller group develop a starting point for the council. <br /> Ms. Bascom said the council will receive staff reports on the implementation <br /> of service changes and increased user fees. <br /> Mr. Boles moved, seconded by Ms. Ehrman, to try the committee <br /> approach for three or four months as a starting point. <br /> Mr. Boles then withdrew his motion, remembering that Councilor Bobby Green had <br /> some issues regarding Eugene Decisions that he wished to present before the <br /> council.
