e Ms. Ehrman felt it was important to bring a closure to the Eugene Decisions process at some point. Mr. Robinette said the CCED understood that the Eugene Decisions process concluded last week. He felt that the implementation process will be more difficult and that a committee approach would be more helpful. Mayor Miller noted that discussion on issues identified by the CCED as controversial or key was deferred to the full council. He suggested that the new Mayor chair the new committee. Mr. Boles said the CCED's charge has been completed. Councilors Bascom and MacDonald expressed appreciation for councilors who served on the committee. Mr. MacDonald felt it important to not overlook the problems with the CCED model, citing public communication, which he felt could have been better. He asked that if a majority of the council supports the recommended model, that there be more regular checkpoints with the full council. Responding to a question from Mr. Nicholson, he said his proposal would be to have the full council direct the implementation process and to delegate detail-leveled work to a task team. Mr. Robinette said the implementation process will require more check points with the council. Ms. Ehrman said she would like to have more staff involvement in the implemen- tation process. Mr. Nicholson expressed mixed feelings and said he was more inclined to e support having a smaller group develop a starting point for the council. Ms. Bascom said the council will receive staff reports on the implementation of service changes and increased user fees. Mr. Boles moved, seconded by Ms. Ehrman, to try the committee approach for three or four months as a starting point. Mr. Boles then withdrew his motion, remembering that Councilor Bobby Green had some issues regarding Eugene Decisions that he wished to present before the council. Councilors agreed to postpone further discussion until the October 14 work session.
