All council <br />members present voting aye, the bill was declared passed and numbered <br />17239. <br /> <br />Council Bill No. 724 - Calling hearing March 10, 1975 re: Vacation of <br />easement west from Golden Gardens Street north of <br />Burnett Street was read by council bill number and title only, there being no <br />council members present requesting that it be read in full. <br /> <br />Manager explained the hearing on this and C.B.725 were being called as the result of <br />planning commission recommendation and that information would be furnished Council <br />members prior to the public hearing. Councilman Haws asked that this item be re- <br />ferred to the Active Bethel Citizens group before the public hearing. Manager said <br />he doubted that most of the neighborhood groups would want to be bothered with de- <br />tails of thi~ type, saying there was a limit to how far the administration could <br />keep track of things of this nature to make sure they were referred to the appro- <br />priate groups. He said it could be done in this case, but guidelines should be <br />set if these kinds of small details were to be "run by" the neighborhood organizations. <br />It was understood this would be referred to the ABC group. <br /> <br />Mr. Murray moved seconded by Mr. Keller that the bill be read the second time <br />by council bill number only, with unanimous consent of the Council, and that enactment <br />be considered at this time. All council members present voting aye, the bill was <br />declared passed and numbered 17240. <br /> <br />e <br /> <br />Council Bill No. 725 - Calling hearing March 10, 1975 re: Vacation of slope-ea,se- <br />ments adjacent to Chula Vista Boulevard and Union Avenue, <br />and in Lots 7,8,9, Prescott's Estates, was read by council bill number and title <br />only, there being no council members present requesting that it be read in full. <br /> <br />In response to Mr. Bradley, Manager explained that the procedure followed for calling <br />public hearing on street, easement, alley vacations was required by State law. <br /> <br />Mr. Murray moved seconded by Mr. Keller that the bill be read the second time by <br />council bill number only, with unanimous consent of the Council, and that enactment <br />be considered at this time. All council members present voting aye, the bill was de- <br />clared passed and numbered 17241. <br /> <br />IV - Resolutions <br />Resolution No. 2362 - Authorizing negotiations on condemnation for right-of-way <br />29th and Willamette intersection improvement was read <br />by number and title. <br /> <br />Mr. Murray moved seconded by Mr. Keller to adopt the resolution. <br /> <br />e <br /> <br />Councilman Bradley thought a public hearing should be provided on this improvement <br />project, even though Federal funds were not involved. Don Allen, public works director, <br />explained the procedure for public hearing on any public improvement project in the <br />city, especially on improvements on which costs were assessed.
