<br />tit <br /> <br />Y. Growth Study - Because of anticipated discussion of this subject and lack <br />of time at this meeting, rescheduling on the next committee agenda was <br />suggested. Councilman Murray expressed impatience because 'of not being <br />able to get to discussion of the growth study resolution and asked that <br />it be the first' item on the next agenda. <br /> <br />It was understood the growth study resolution would have <br />top priority on the next committee agenda. <br /> <br />z. Invitation to Neighborhood Associations to attend committee-of-the-whole <br />meetings was suggested by Councilman Haws. He thought sihce the Council <br />was now meeting in the Wi11akenzie area it might be appropriate to in- <br />vite the newly formed Willakenzie Neighborhood Association to the meetings. <br />He thought notices to other neighborhood organizations through their newS- <br />letters would be a good way of getting the news out that the Council was <br />now meeting at the King's Table in the Oakway'Mal1. <br /> <br />AA. Court of Appeals Ruling, Fasano Regulations (Culver case) - Councilman <br />Bradley asked for an opinion from the city attorney's office in the near <br />future with regard to this ruling, its implications, how it would affect <br />Council hearings in Eugene, and whether it would have any effect on the <br />proposed transfer of zoning duties to the hearings official. <br /> <br />e <br /> <br />Councilman Haws asked for updating of the city attorney's memo with regard <br />to the Fasano regulations, especially for the benefit of newer members of <br />the Council. He had the understanding that an update would be forthcoming. <br />However, he didn't know whether work had been started on it and he felt it <br />was of sufficient importance to make the request. He was concerned that <br />Council members would have to request that type of information and sug- <br />gested establishment of a procedure for receiving that type of updating <br />automatically. <br /> <br />Assistant Manager noted that some Council members probably had access to <br />advance information with regard to court rulings, that it would appear <br />impossible for staff to respond "automatical1y" on court decisions as they <br />were handed down. He added that in some cases the city might be involved <br />in litigation where a change in Council procedures was not desirable. How- <br />ever, staff would attempt to distribute information found to be relevant. <br />To distribute every decision handed down with regard to the Fasano ruling, <br />he said, would be time consuming especially when it might not affect Council <br />procedures. He noted the ruling mentioned wa~ now only a news report, not <br />a written legal opinion in 'hand. <br /> <br />BB.
