Appointment, City Manager - MayoiAnderson reported a call from the con- <br />sulting firm, Callaghan & Co. of Chicago, and informed the Council that a <br />number of, applications were beginning to come in for the city manager posi- <br />tion. Also, that Council members soon would be receiving copies of criteria <br />for the position prepared by the consulting firm. <br /> <br />FF. Transitional Living Center open house was announced - this afternoon (Apri1~ <br />from 2:00 p.m. to 9:00 p.m. - with special invitation to Council members to <br />attend. <br /> <br />GG., Lane Area Economic Development Association - Invitation was received from <br />Lime County Commissioners to an economic development workshop scheduled <br />for April 10, 1975 - 7:30 p.m. - in the basement of Harris Hall. The work- <br /> <br />shop is designed to bdng together representatives from communi t,ies in <br />the county, chambers of commerce, citizen _ groups, and ot-llCr interested, <br />organi tations to 'discilss the severEd issues and concepts of, the proposed <br />. Lane Area Economic Development Associa tion . <br /> <br />HH. Smoking Ban in public Meetings - Association for Nonsmokers Rights asked <br />that the Council extend its arguments against field burning by banning <br />smoking in any public meeting held by the city and in any public .meeting <br />held in a city-owned facility. Trish Weisman, speaking for the Associa- <br />tion, asked de1et,ion of the city's recreational facilities from the <br />request. She said that like all other individual liberties the right <br />to smoke could be exercised until it infringed upon the 'rights of others. <br />Smoking was detrimental to the nonsmoker's health as well as to the <br />smoker, she said, when one was forced to breathe the air in closed un- <br />ventilated rooms at meetings where public participation was invited. <br />She couldn't see how the Council could take the stand it had on the <br />health hazard resulting from field burning without carrying it further. <br />In response to questions from the ,Council with regard to the type of <br />meetings the request covered, wording was clarified to mean the smoking <br />ban if adopted would apply to any public meeting held by the city (re- <br />gardless of location) or any public meeting held in any city-owned <br />facility (except recreational facilities). <br /> <br />Councilman Haws was in favor of the request and asked adoption. Mayor <br />Anderson was sympathetic to the proposal, but he felt the city's boards <br />and commission should be allowed to set the rules of ~onduct of their <br />own meetings. He thought mandating such a ban would be difficult to <br />enforce and suggested further cl~ification before any action .was taken. <br /> <br />Councilman Wi11iam.c; thought the issue went beyond the question of smoking <br />in city-owned buildings. He didn't see how the city cou1(i restrict be- <br />havior in restaurant facilities where committee meetings were held. <br />Councilman Hamel was against the proposal, saying he would resent spend- <br />ing time in city meetings away from city hall and being told he couldn't <br />smoke if he wanted to. Councilwoman Shirey acknowledge the problem <br />created by smoking in public meetin.gs but had reservations about "too <br />many,regu1ations for everyone to live by." <br /> <br />Councilman Haws suggested the request be sent to staff with the request <br />to prepare some workable solutions or alternatives. Mayor Anderson thought <br />perhaps the Nonsmokers Association could work with staff to work out an <br />alternate proposal for Council consideration. Ms. Weisman said that <br />legally the Council had every right to regulate' behavior of its meetings <br />even in a privately-owned facility. With regard to enforcement, she said <br />that basically, voluntary comp1ia!lce worked.
