Councilwoman Beal felt that the Council should <br />not make rules for the conduct of official meetings other than its own. <br /> <br />Cheryl Ruby, 2650 Spring Boulevard, took offense to what she called the <br />Council's making light of other people's concerns. Councilwoman Shirey <br />agreed and said it was not fair to the people attending the meeting. <br />Councilwoman Beal asked Ms. Ruby to repeat her statement to be sure she <br />had not misunderstood. Then Mrs. Beal and Councilman Williams stated they <br />took exception to those statements. Neither could see where the Council <br />had made light of anyone's testimony or had acted in a disrespectful manner <br />to anyone. Other Council members and the Mayor entered into the discussion <br />with apologies for any statements which may have been ~isunderstood by the <br />audience. Appointment, City Manager - Mayor Anderson reported communi~ation from <br />Paul Reaume, Callaghan & Co., welcoming comments or suggestions on pro- <br />file for ci ty manager posi tion forwarded to each Council member.. <br /> <br />Councilman Keller referred to the statement under "Background" that a <br />number of Council members felt increased direct communication between <br />Council and manager's professional staff would enhance Council members <br />understanding of local issues and projects, etc. He read that as <br />allowing the Council more freedom to go to department heads, bypassing <br />the manager, and he wondered if that would contribute to effective <br />management. Mr. Hamel compared Council/manager/staff relationship to <br />corporation organization where top management goes through a chain of <br />command. He felt that type of operation should be maintained in city <br />government. Mayor And~rson read the statement as perhaps giving the <br />opportunity for more direct contact between staff and Council. He <br />thought it was something to be worked out by the new manager after he <br />took the position rather than dictating anything in that regard at <br />this time. <br /> <br />Councilman Bradley said he would like deletion of the statement with <br />regard to desired capabilities under "Role with the Council/Community/ <br />Staff" reading "...all in a J.ow key, noncontroversial manner...." He <br />felt.it was not relevant and might exclude competent applicants from <br />seeking the pos~tion. Mayor Andersonchought it a good suggestion and <br />said he would pss it along to Mr. Reaume. <br /> <br />Comm <br />4/9/75 <br />File <br /> <br />JJ. Legislative Conference, April 6-7, 1975 - Councilman Williams reported <br />a number of positions on pending legislation taken by the League of <br />Oregon Cities Legislative Committee, available in writing to those <br />Council members wanting it for review. He also reported on joint meet- <br />ing between the League, Association of Oregon Counties, and people <br />from the Governor's office and the Legislature. He said most of those <br />participating felt the appropriate role of the present Legislature was <br />to improve on past legislative action, to make it function more ef- <br />fectively, rather than attempt to indulge in new directions in govern- <br />ment or in public services. <br /> <br />Of primary concern to the Governor's office, Mr. Williams said, was <br />transportation financing (H.B.3l74 through 3179), providing fo~ gas <br />tax increase, weight mile tax increase for trucks, and vehicle cubic <br /> <br />lC)S <br /> <br />4/14/75 - 43 <br />
