Safety Commission <br />voted .. in favor. <br /> <br />e <br /> <br />S.B.340 - Prohibits use of studded tires April 30, 1977 with <br />exceptions. Prohibits sale of studded tires. Safety <br />Commission voted in favor of this bill. <br /> <br />.. S.B.282 - Permits motor vehicle stop lights to be activated <br />by sudden release of accelerator while vehicle is in <br />motion. Required Motor Vehicle Division- to set speci- <br />fication and rules for stop lights so activated and <br />to approve such system. Safety Commission voted <br />against this bill. <br /> <br />The subcommittee agrees with the position taken by the Commission on all bills <br />listed except three: S.B.244, S.B.324, and S.B.282. We have requested Mr.Smartt <br />to explain these three measures to the Council. <br /> <br />Copie~ of the report were distributed to Council members. Council- <br />woman. Beal called attention to traffic legislation on which the <br />Traffic Commission recommended positions. She said the subcomnUttee <br />took no position on three of the bills because the inten~ was not <br />clear and staff was asked for explanation. Assistant Manager sug- <br />gested that staff explain the proposed legislation at next Monday's <br />legislative subcommittee meeting in view of the lengthy agenda for <br />this meeting. <br /> <br />Mrs. Beal moved seqonded by Mr. Keller to approve the <br />recommendations, noting that staff explanation of traffic <br />legislation recommended by the Traffic Safety Commission <br />would be scheduled for the April 21 subcommittee meeting. <br /> <br />. <br /> <br />Cozmn <br />4/16/75 <br />Approve <br /> <br />Councilman Bradley asked for explanation of If.B.302l. Mrs. Beal re- <br />sponded that it would place tremendous restrictions on use of any <br />waterfront land. The subcommittee felt inclusion of the proposed <br />regulations in the LCDC respqnsibilities was a better approach to <br />the issue. Councilman Williams added that the legislation was dis- <br />cussed at length in the League of Oregon Cities legislative committee <br />and was opposed on the basis that it would be writing another set of <br />guidelines into the statutes. The LCDC now has authorization, ana <br />this legislation ...,ould xesul t in having to determine which guidelines <br />to use in making appropriate decisions. <br /> <br />Vote was taken on the motion as stated. Motion carried <br />unanimously. <br /> <br />Councilman Murray said Dan Herbert, chairman of the Lane Transit Dis- <br />.trict board, asked for some sign of support from the city with regard <br />to legislation to authorize use of general fund revenues to support <br />mass transit.
