The sub- <br />committee liked the concept of this leg1s1ation but felt that studies should <br />be made to asce~tain the possibly far-reaching fiscal aspects of the pro- <br />posal. <br /> <br />H.B.2880 - Requires special parking and other privileges for disabled veterans. The <br />subcommittee opposes the measure because (1) it would require unequal <br />treatment of disabled persons, and (2) it would create enforcement prob- <br />lems as pointed out to the subcomrndttee in a memo by Duane Bischoff, <br />parking administrator. <br /> <br />S.B.654 - Requires public reporting by all agencies of expenditures of Federal <br />grants every six months. We oppose this on the grounds of fiscal impact <br />and workload. <br /> <br />S.B.75l - Would grant some powers to the Public Utility Commissioner to regulate <br />service connection charges by public utilities, political subdivisions, <br />and municipal corporations. Section 3 states. "No service connection <br />charge...sha11 (3) be more than the actual cost of commencement of <br />service to the person." As envisaged by the Bartle-Wells report the <br />city would charge enough to recover the cost of the connection and also <br />to defray a part of the cost of making sanitary service available to the <br />property. The subcommittee would recommend the wording for Section 3(3) <br />as suggested by Don Allen, public works director, "...be more than a <br />reasonable share of the total cost of making service available to the <br />person." <br /> <br />The subcommittee recommends strong support for the following: <br /> <br />S.B.672 - Enabling legislation to make it possible for cities and school districts <br />to require developers to provide land or a fee where the proposed develop- <br />e ment would create an impact on the schools or the parks system. <br /> <br />Traffic Safety Bills <br />The subcommittee received a memo from Wes Smartt, traffic engineering division, <br />aSking for endorsement of stands on nine bills taken by the Eugene Traffic Safety <br />Commission at its March 27 meeting. <br /> <br />- <br /> <br />H.B.2874 - Authorizes the Department of Transportation to <br />prohibit the operation of a bicycle from sections <br />of state highways if a hazard is considered to exist. <br />Safety Commission voted in favor 'of this bill. <br /> <br />H.B.2904 - Requires display.of slow moving vehicle emblem on <br />I <br />adult tricycles. Safety Comrndssion voted yes. <br /> <br />H.B.243l - Permit drivers refusal to take chemical test to be <br />admitt~d into evidence as fa~tor to be considered in <br />determining innocence or guilt in criminal proceed- <br />ings. Safety Commission voted in favor of this bill. <br /> <br />S.B.316 - Permits Motor Vehicle Division to waive drive tests <br />for applicants with valid licenses from another state. <br />Safety Commission votedno on this bill. <br /> <br />- S.B.244 - Permits operation of motorcycle by minors 16 years <br />of age while under immediate supervision of parents <br />or legal guardian to be liable for damage caused by <br />negligence of/or intentional misconduct of minor <br />under 16 years of age while operating motorcycle. <br />Safety Commission unanimously opposed. <br /> <br />220 <br /> <br />4/28/75 - 15 <br />
