<br />Vote was taken on the motion to restrict hours to 7:00 a.m. to 8:00 p.m. <br />Mot~on carried - Council members Murray, Beal, Hamel, Haws, and Shirey <br />vot1ng aye; Council members Keller, Williams, and Bradley voting no. <br /> <br />A~sistant Manager for clarification stated his understanding that the staff was <br />d1re~ted t9.prepare an ordinan7e under the assumption that there would be a public <br />hea:1~g conducted when t~e ord1na~ce was brought back for consideration. Mr. Murray <br />ver1f1ed that understand1ng, and lt was understood that the Homebuilders Association <br />Contractors Association, and others interested would be notified when; the hearing wa~ <br />schedul ed. . <br /> <br />I. Housing and Community Development Commission - Copies of memo from the Community <br />Development Task Force, created to develop a budget and program for first year <br />of the Community Development Block Grant program, were previously distributed to <br />Council members. The Task Force recommended establishment of a permanent Housing <br />and Community Develoment Commission comprising two City Council members, two <br />Planning Commission members, two Eugene Renewal Agency members, and six members <br />from the general public. There were also recommended two subcommittees - a <br />reconstituted Joint Housing Committee and a new Joint Community Development Com- <br />mittee. Councilman Murray, chairman of the Task Force, explained the proposal <br />and said there was no dramatic departure from the present function other than to <br />more directly incorporate the housing function into the overall community develop- <br />ment process. <br /> <br />Mr~ Murray mbved seconded by Mr. williams to adopt the recommenda- <br />tion. Motion carried unanimously. <br /> <br />J. Smoking in PUblic Meetings - In response to request from the Association of <br />Nonsmokers Rights for a ban on smOking in public meetings held by the city or <br />in city buildings, copies of a list of alternatives were previously distributed <br />to Council members. <br /> <br />Mr. Hamel moved seconded by Mr. Keller to reaffirm the first <br />alternative (the present policy, no smoking permitted in formal <br />city council meetings held in the Council Chamber). <br /> <br />Councilman Bradley questioned the exclusion of consideration of other alternatives <br />by voting on only one. As a result, the motion was withdrawn by Mr. Hamel. How- <br />ever, Councilman Keller refused to withdraw his second, saying the issue was <br />there and should be voted upon. <br /> <br />Vote was taken on the motion to reaffirm the ban on smoking in the <br />Council Chamber during formal Council meetings. Motion carried <br />,unanimously. <br /> <br />Mr. Bradley moved seconded by Mr. Murray to approve Alternative 2 <br />(prohibiting smoking at.either Councilor committee-of-the-whole <br />meetings). <br /> <br />Councilman Haws took the affirmative, saying the city should be consistent in its <br />policies. It wasn't logical to take a stand against pollution caused by field <br />burning and at the same time permit unlimited use of the automobile and permit <br />'individuals to pollute rooms with tobacco smoke. <br /> <br />Councilman Keller took the negative. He felt there would be infringement on his <br />rights in telling him he couldn't smoke if he wanted to. <br /> <br />Councilman Murray added that no rights appeared to be takena~g, it was a matter <br />of placing a limit on where people could smoke.
