<br />e <br /> <br />H. 1974-75 Housing Funds Balance - Copies of memo from Joint Housing Committee were <br />previously distributed to Council members. The Committee recommended that the <br />balance of the 1974-75 housing funds ($60,333) budgeted from revenue sharing <br />monies be used to purchase properties suitable for low-income housing. It was <br />proposed that no property actually be purchased under this recommendation until <br />a reasonably workable plan had been presented for development of the property <br />to assure its use for the intended purpose. <br /> <br />Betty Niven, member of the Housing Committee, explained that the reason for recom- <br />mending withholding purchase until a suitable plan is developed 1s in line with <br />experimentation with construction of low-income housing in smaller structures - <br />four to eight units per development in scattered locations rather than the present <br />practice of 24 to 32 units per development. The Housing Committee wanted to be <br />sure a development on the smaller scale would be financially feasible before a <br />property was purchased. <br /> <br />Mr. Murray moved seconded by Mr. Williams to approve the recommendation. Comm <br />aPRrove <br />Councilwoman Beal wondered if some of the existing city-owned land - undeveloped5/14/75 <br />park lands, existing housing properties, etc. - could be used for the proposed <br />low-income housing. Mrs. Niven answered that city park lands were reviewed <br />every two years with this in mind but it was always demonstrated that it was not <br />feasible to put even relocatable housing on it. Land foreclosed had also been <br />considered but practically all of it was steep terrain unsuitable for the type <br />of housing proposed. <br /> <br />Councilwoman shirey inquired about ownership of the land after it was developed. <br />Also, who had control over maintenance of the properties. Mrs. Niven answered <br />that the builder would own it and control the upkeep. Contracts are developed <br />between the city and the builder for the term of the mortgage to guarantee rents <br />to people with income levels specified by the city. <br /> <br />e <br /> <br />Vote was taJ.on on motion to approve the recommendation. <br />Motion carrJcd unanimously, Mr. Keller not present. <br /> <br />I.
