Motion carried, all Council e <br /> members present 'v'oting a'J9, except Councilman Bradley vOl:.-;.nq no. <br /> L&B Recommendation No. 2 - Detailed development plan for area immed- <br /> iately surrounding the downtown urban renewal area with provision <br /> for an ecnlosed amll at the west end of the existing mall and high- <br /> density residential USe farther to the west. <br /> Planning Commission Recommendation - Continued commercial development <br /> and higher density residential development in the area west of down- <br /> town should be carried on through the community development process. <br />Mr. Saul said the Commission recognized this as a long-term process aimed 'primarily <br />at enhancing the economic functions of the downtown area, encouraging further com- <br />mercial use and providing for high-density housing. He noted that since this recom- <br />mentdation was made the Council had created the Housing and Community Development <br />Commission and its work was directed primarily at the central city area. The Plan- <br />ning Commission was saying that the L&B recommendation was a long-term process <br />that should occur appropriately through that community development work. <br />Councilman Keller supported the recommendation although he was not sure it should <br />be so specific about the enclosed mall because there might be some alternative <br />develop. Mr. Saul answered that the Commission raised that question also. He said <br />the specific motion of the Commission was that consideration of an open mall should <br />not be excluded, that it called for planning for that area to begin in July of this <br />year, concentrating on expansion of the downtown mall to the west [not to exclude . <br />consideration of an open mall] between Charnel ton and Lincoln and keeping in mind <br />community goals and policies with regard to development of housing near the business <br />district. <br /> Mr. Murray moved seconded by Mrs. Shirey to accept the Commission's Comm <br /> recommendation on L&B Recommendation No. 2, adding that the develop- 7/9/75 <br /> ment plan must provide a means of (1) preserving standard housing Approve <br /> within the area, (2) protecting nearby residential streets from ex- <br /> cessive traffic, (3) guarding against speculative zoning pressures <br /> on adjacent neighborhoods. Motion carried unanimously. <br /> L&B Recommendation No. 3 - High use of transit facilities should be <br /> encouraged, including consideration of an all-day parking tax for <br /> improvement of transit service. . <br /> Planning Commission Recommendation - Refer to the Lane Transit Dis- Comm <br /> trict and incorporate the recommendation into the ESATS update. 7/9/75 <br />Mr. Saul noted that this recommendation was adopted by the Council on April 28, 1975. <br />He said the Commission felt this should be addressed through the current ESATS up- <br />date which would COver consideration of all modes of transportation. <br />Councilman Keller asked for an explanation of the all-day parking tax: He wondered <br />if that would be in conflict with the Downtown Development District free parking <br />program. He thought there should be consultation with the District's Board if there <br />was any conflict. Mr. Saul explained that the recommendation would apply to spaces <br />used by employees parking their autos all day, the idea being to discourage use of . <br />private autos and encourage higher reliance on transit facilities.
