Cu.'r;,7!Ls,<::jOr. dlso 5ug')ested ell=! p.Z<'Jnning depd.ctment be .i.nvo_~vcd in the "L-;nu;::._~ <br /> review process. <br /> L&B Recommendation No. 5 - Modify the General Plan treatment of the <br /> Goodpasture Island area to provide for potential medium-density resi- <br /> dential development, annex the unincorporated portion of Goodpasture <br /> Island, and prepare a refinement study for the residential portion of <br /> Goodpasture Island. <br /> Planning Commission Recommendation - Modify the General Plan to provide <br /> for medium-density residential development instead of the present <br /> opportunity area designation; annex the unincorporated area of Good- <br /> pasture Island and develop a program of graduated tax incidence in meet- <br /> ings with owners of properties in the area; develop a refinement study <br /> on the residential portion of the Island. <br /> Mr. Saul explained the Commission's official report with regard to residential de- <br /> velopment had been referred to the Council and was scheduled for discussion at this <br /> cOmnUttee meeting. With regard to the annexation recommendation, he said that staff <br /> was now arranging meetings with owners of properties in the area with regard to the <br /> graduated tax and tentative recommendation to annex was awaiting completin of that <br /> work. He said two Commission hearings had been held on the Goodpasture refinement <br />e study and action would be taken on that and referred to the Council in the near <br /> future. <br /> Comm <br /> Mr. Murray moved seconded by Mr. Keller to accept the status report as 7/9/75 <br /> presented on L&B Recommendation No. 5. Motion carried unanimously. Approve <br /> L&B Recommendation No. 6 - No zoning for regional shopping center <br /> should be granted until there is assurance of at least 500,000 square <br /> feet including two department stores and until there is an analysis <br /> of the economic impact upon existing retail complexes. <br /> Planning Commission Recommendation - Not yet made. <br /> Mr. Saul explained that the L&B recommendation was to specify the minimum standards <br /> to be applied in determining whether a commercial facility would be considered of <br /> regional scope. The Commission, he said, will in future deliberations determine <br /> whether this criteria should be recommended for inclusion in the second annual re- <br /> view of the 1990 Plan. <br /> Councilman Keller was concerned about the wording. He felt it was too explicit, <br /> that it could eliminate some prospective commercial developments that might put <br /> together say 450,000 square feet. He didn't think it a good zoning practice and <br /> noted that the minimum standard then for a regional center would have to be one-half <br /> the size of the Valley River complex. Assistant Manager said the idea was to set a <br /> certain size that will trigger discussion between the jurisdictions, not to specify <br /> that a commercial development would have to meet that standard. He said guidelines <br /> would have to be agreed upon as to when the agencies would talk to one another <br />e about possible impact. He cited the cuz-rent Springfield proposal on the old air- <br /> port site which might be considered by some as regional in size whereas it really <br /> is not larger than the K-Mart development near the Delta Highway. So there needs <br /> to be some common definition of a regional center.
