Assistant ~anager <br /> answered that anyone licensing a dog now would have to pay the $5.00 fee plus a <br /> $5.00 late fee plus the cost of a rabies shot, and staff felt waiving the late fee <br /> might be an incentive to license the dogs. In further response 'to ~. Keller <br /> about the estimated cost of the program, Assistant ~anag0r said it would entail <br /> salaries of six young people in the summer c,mployment program, plus whatever <br /> costs were incurred in contacting own~rs l: unlicensed dogs, researching records, <br /> mailing, etc. But it was thought the potential revenues would exceed the costs, <br /> plus the fact that the work would be a h.igher priori ty use of the yaung, people's <br /> time than weeding bike paths, spraying paint, etc. <br /> Councilman Bradley wondered whether waiving the fee could be ~fcomplished without <br /> amending the ordinance. Assistant Manager answered that stafE ~as r~luctant to <br /> make that amendment in view of the short-ter~ ~rogram, if Council agreed to <br />tit suspend the provisions for the "one shot" effort there seemed no need to change <br /> the language in .the code. <br /> Mrs. Shirey moved second by Mrs. Beal to amend the motion to provide <br /> for a 3D-day waiver rather than 14 days. <br /> CO'Jncilmen Williams and Murray were concerned that extending the time to 30 days <br /> would be a greater risk and easier for dog owners to postpone payment than if <br /> the shorter period applied. Councilwoman Beal asked if rabies shots wc~ld still <br /> be required. Assistant Manager answered they would and one of the benefits of <br /> the program would be an attempt to determine the impact of the legislation re- <br /> quiring rabies shots, perhaps that cost was the reason people were not licensing <br /> their dogs. <br /> .1 <br /> Vote was taken on the amendment to waive the late fee for 30 days. <br /> Motion defeated, Council members Beal, Bradley, Haws, and Shirey , . <br /> voting aye; Council members.
