He felt information gathered should be shared <br />w~t~ t~e.ent~re Council and that there was need for more dialogue with staff <br />on ~nd~v~dual questions as they arise. <br />Assistant Manager said it had come to light that additional work would be needed <br />with regard to environmental impact statement as it related to the park land in <br />the 30th and Hilyard area. Some of the issues involved will not be answered until <br />after the ESATS update. Also, it has been learned that accomplishment of the <br />project clearly would not occur until the 1977 construction season. In view of <br />these developments, he said, there seemed to be no great urgency in conducting <br />a public hearing at this time. The Council could take testimony on the project - <br />at the July 28 meeting and get that part out of the way if it wished, or it could <br />postpone the hearing until after the ESATS update. <br />Mr. Keller moved second by Mr. Williams to postpone public hearing <br />on the 30th-Hilyard-Amazon project until after the ESATS review <br />and update. Motion carried unanimously. <br />E. Metropolitan Area Cable TV/Translator Report - Copies of the study commit- <br />tee's report, a proposed agreement between the cities of Springfield and <br />Eugene and Lane County, and a draft of a resolution implementing the report <br />were distributed to Council with the agenda. The committee recommended <br />adoption of resolution by Eugene and Springfield councils requesting <br />Teleprompter to renegotiate its franchises with the respective bodies, <br />requiring an answer within 90 days of adoption of the resolution. The <br />committee further recommended establishment of a metropolitan area commission <br />(Eugene, Springfield, Lane County) to develop identical franchises to be <br />granted by the three agencies and to negotiate provisions of those fran- <br />chises with Teleprompter. The metropolitan area commission, the committee <br />suggested, should be authorized to contract for an engineering study to <br />determine the feasibility of erecting translators which will meet Federal <br />liscensing requirements if Teleprompter does not agree to renegotiate within <br />90 days, if agreement cannot be reached on terms of a new franchise, or <br />if the area commission finds translators could be used to supplement cable <br />service rather than damage it. Councilman williams chairman of the study <br />committee offered to answer any questions other Council members might have <br />with regard to the report.
