He commented on the unwilling- <br /> ness of veterinarians to allow a licensing program in conjunction with rabies <br /> clinics. Also, the Humane Society has been unwilling to license dogs when they <br /> have control of the animals. However, because of the present state law nothing <br /> could be done from this angle. <br /> 9. Is the cost-sharing proposal as presented appropriate? <br /> . <br /> Mr. Martin reviewed the breakdown in percentages of costs to each agency (attached <br /> to report). For the pound they were based on the number of dogs impounded and <br /> where picked up; enforcement was based on the number of officers; licensing and <br /> infraction programs were based somewhat on population of the individual juris- <br /> dictions; and neutering and spaying program was based on the estimated dog <br /> population of the individual jurisdictions. <br /> There were no objections to the percentage allocation of <br /> costs as presented. <br /> Mayor Anderson suggested in view of consensus reached that two representatives from e <br /> each of the three jurisdictions be appointed to act as a body and hold public hear- <br /> ing on the proposed program, testimony received in that hearing to be taken back Comm <br /> to the individual agencies. 8/20/75 <br /> Affirm <br /> There were no objections and it was understood that the tri- <br /> agency staff people would proceed on that basis. <br /> Mr. Martin said that staff would prepare ordinances effecting the proposed changes <br /> for consideration in public hearing before the representative panel. He thought <br /> a joint meeting of the three bodies might be desired to review testimony received <br /> in that hearing to determine whether the single-agency operation would be private <br /> or public, or perhaps the panel itself would have a recommendation in that regard. <br /> In response to Councilman Keller's request for show of interest in having more <br /> information about operation by a private agency, the majority of those present <br /> favored having that information. Councilman Hamel questioned balance of repre- <br /> sentation - two/two/two when there were only three county commissioners compared <br /> to seven or eight Eugene and Springfield council members. It was decided repre- <br /> sentation would be left to the individual agencies. <br /> K. Olympic Trials, 1976 - Mayor Anderson announced selection of Eugene as the site of <br /> the June 17-27, 1976 Olympic Trials by the U.S.Olympic Track and Field Committee.
